Evaluation of Pumps #5 and #6
Dear Mr. Daigre: '-
We are in receipt of the letter submitted by Oslin Nation Co., dated June 6, 1997 concerning their field
investigation and evaluations of Pumps No. 5 and 6 at the Village Parkway Pump Station in the City of
Coppell and refers to "Item Numbers" which correspond to our punch list dated May 27, 1997.
We offeV .the following comments:

Item No. 6: Although the letter from Oslin Nation Co. indicates that Pump No. 5 is within the Hydraulic
Institute standards, we have yet to see any actual results of noise level test conducted at the
pump station. From our discussions with City staff, it appears noise testing at the pump station
has not occurred, or at least was not witnessed by the City staff. As a reminder, the project
specification require no more than 83 dba at three feet from any motor surface. Please
coordinate a field noise level test for Pump No. 5 and 6 and provide written test results. The
test is to be conducted in the presence of City personnel.
Item No. 8 Corrective measures to Pump No. 6: We offer no objections to the explanations of repairs
conducted on Pump No. 6. However, we do take exception the statement that the pump is
running without any problems. As you are aware from our punch list item no. 27, Pump No. 6
continues to fail apparently due to high motor temperature winding reading from RTD No. 6.
Oslin Nation's letter indicates that they would again have a service representative at the pump
station on June 9, 1997. It is our understanding this did not occur. You are hereby directed to
immediately investigate the cause of Pump No. 6 failure and take the necessary corrective
measures and provide a detailed written report as to your findings and repairs.
Item No. 27 This work under this item appears to be covered under item 6 and 8 above.

You have verbally requested the City issue a letter of substantial completion on the pump station portion of
this project. We will not make that recommendation to the City until the issues noted above are resolved to
ours and the City's satisfaction and Pump No. 6 is running continuously without failure.
From our discussions with Mr. Bill Bigham on June 12, 1997, we understand that the punch list items
generated at our May 23, 1997 walk-through are expected to be completed the week of June 16th - 20th. We
have been directed by the City to strongly encourage you to meet that schedule for completion, including the
necessary corrective measures and written reports on Pumps 5 and 6.
We have also discussed the status of the SCADA System change order and the completion of the punch list
generated in our May 23, 1997 walk-through directly with Mr. Steve Baker of G.E. Team Controls, Inc.
Although Team' s project programmer has not been on the project site most of this week, we understand that
many of the punch list items have been completed and that Team expects to complete the work the week of
June 16th - 20th. Again, we strongly encourage you to have all items of work completed by the end of next
week.
