Dear Mr. Powe11:
I have reviewed your request for permanent service to the Town
Center Complex. Please be assured that Texas Power & Light Co.
is most interested in providing you the most economical and
reliable service available. It is this interest that has lead us
to our present situation.
A normal design for this project (see attachment #1)
incorporates an overhead extension along Parkway Blvd. to the
Town Center Complex, then underground to a transformer. This
proposal was rejected by the City's representatives because of the
aesthetic impact it would have on Parkway Blvd. An underground
alternative was designed to provide permanent service that did not
require overhead along Parkway Blvd. to serve this development (see
attachment #2). The Public Utility Commission mandates a
customer to pay the difference in cost between our normal service
(in this case attachment #1) and requested service (in this case
attachment #2). For this project, the city would be required to
pay $26,200.
With further analysis, our project engineer (Glenn Fabian)
developed an unusual procedure that would provide the city with
permanent service at a much lower cost and minimize the effect of
overhead lines. The procedure is as follows:
1. Working closely with Univest, Mr. Fabian explained his
goal - to minimize the aesthetic effects of overhead
lines and minimize costs to the city. He explained that
he could accomplish this if Univest would cooperate and
grant Texas Power & Light permission to build an
overhead line across their development under the
constraint that it would later be removed at no cost to
Univest (see attachment #3). This in effect would
provide the equivalent service as shown in attachment #1
but from a different direction. There are no charges to
the City from T.P.&L. for this phase of the work.
2. The City would be requested to install conduit (see
attachment #3) that would compliment the final plan
(attachment #4).

3. At some future date, at Univest's request, the service
to the Town Center Complex would be adjusted and be tied
to an extensive underground system with the Univest
project (see attachment #4). Univest and the City would
participate in the cost for moving the City's service
from the overhead system to the underground system.
Univest's portion of the cost will be the relocation of
an underground primary feed to the Town Center Complex's
transformer. The City's portion of the cost will be the
removal of the overhead line that crosses Univest's
property (cost is $2,369.00).
As noted on attachment #5, Mr. Wayne Ginn was notified of the
cost for this unusual procedure (however, we did not detail this
procedure). On attachment #6 please note our understanding of
the City's acceptance of the cost for this procedure.
Our biggest concern is to provide the City with economical and
reliable service. I have outlined our process of determining
our charges to the city. Please advise as to the conditions you
wish Texas Power & Light Company to consider for service.

Dear Mr. Ginn:
In providing electrical service to the Coppell Town Center, Texas Power & Light
Company is proposing to build an overhead line along Univest's east property line
from Sandy Lake Road North. Then we will build a "temporary" line from Univest's
east property line that will run west to the Coppell Town Center. Due to 1) Univest
plans of having all electric supply lines within the development underground and
2) Univest not having thisdevelopment subdivided at this time, it is impractical
to provide a permanent total underground system for the Town Center project.
Univest has agreed to be responsible for future costs involvdd in working the Town
Center into the underground system to serve their Parks of Coppell development.
Since the overhead line from Univest east property line west to the Town Center is
a temporary line, the City of Coppell is responsible for the removal cost of this
line amounting to $2369. This amount can be paid before c~nstruction of this line
begins or the City can be billed for the work.
Attached is a print indicating the line that will be removed and the most likely
future underground source for permanent service to the Town Center (the cost of
which Univest will be responsible for).
Please let me know your preference for the collection of the $2369.
