Box 80 Dallas, Texas 75251 ATTENTION: Michael R. Allen RE: 8 Acre Municipal Center Site (December 30, 1982) Gentlemen: Let me take this opportunity to introduce myself to you. My name is Ed Powell, City Engineer for the City of Coppell.. I have held this position since December 2, 1985 and I am attempting to educate myself as to the activities that have occurred or are occurring in this City. One of the most urgent activities that I am facing is the new Municipal Center, which we hope can be occupied in the very near future. In reviewing the contractural agreement dated December 30, 1982, there appears to be several committments that, in my opinion, need to be addressed as quickly as possible. 1.) Owner was to furnish the City with a boundary survey of the 8.00 acres purchased. To my knowledge, this has not been done. 2.) Owner was to furnish the City with a final plat of the 8.00 acres purchased and to process it through the Planning and Zoning Commission and the City Council. It w6uld then have to be filed in the Dallas County Court House and the recorded document returned to the City of Coppell for their permanent records. 3.) Owner was to handle the flood plain recovery of the 8.00 acres and the map amendment to the Flood Plain Management Program through the Federal Emergency Management Agency (FEMA). Owner was also supposed to raise the elevation of the entire 8.00 acres about the flood plain. This will need to be verified not only to the City of Coppell but also to FEMA. Nothing has been found in the records that indicates that FEMA has ever been contacted. 4.) Owner was supposed to construct sidewalks when permits were issued for the Municipal Center. These sidewalks were to comply with City Standards. These sidewalks have not been constructed.
