Phillips Swager Associates (PSA) has been requested to initiate interior punchlist activities
on two different occasions recently -- December 10 and December 16, 1996. On both
occasions, PSA has evaluated the status of construction and determined that the building
interior was not sufficiently complete to perform punchlists. It has been PSA's assessment
that a significant amount of touch-up and f'mal completion was necessary in order to reach
a level to allow' punchlist to proceed. The type and degree of items observed by PSA
typically are not part of the Architect's punchlist. Obvious deficient or incomplete items
should be completely addressed by Mid-South and its subcontractors.
Any attempts to conduct a punchlist on December 16 would have resulted in a massive
documentation of items. Several smaller rooms have in excess of 15 to 20 items. It has
been PSA's experience that an excessively large punchlist only serves to frustrate the
subcontractors, and results in PSA expending an excessive amount of manpower to
generate and edit the initial items, and then confu'm if all items have been addressed. The
siznificant amount of items which start with the word "install" or "complete" are an
indication of the status of actual contractual work remaining. It is not PSA's responsibility
to perform the Contractor's/Subcontractor's punchlist. PSA can sympathize with
dilemma Mid-South faces, in that many of the subcontractors are assuming the position
that contractual work is completed and they are not revisiting the site until an Architect's
punchlist is issued.
In an effort to assist Mid-South in the close-out of this project, PSA has walked the entire
facility and observed the following general items which must be addressed "prior" to
punchlist activities. By no means is the following list a formal punchlist, nor is it
comprehensive; it is only casual observations documented by PSA on December 16, 1996.
· All wall and floor mounted door bumpers/stops must be properly secured and
tightened to the substrate, and cleaned of all paint, sealants, etc.

Complete installation and assembly of all door hardware, including locksets, door
closers, latches, strike plates, etc. In addition, all door hardware should be
properly adjusted.
Install all carpet termination strips at the abuttment with VCT, slate, or concrete.
Currently these edges are becoming frayed and damaged.
Repair all gaps in VCT floor throughout the building. Any gap in excess of 1/16"
is unacceptable.
Completely glue down all VCT. PSA tapped random tiles and detected several that
indicated a lack of adhesive.
All vinyl base joints/intersections must be repaired to provide a continuous
monolithic appearance. Numerous joints are visibly offset at the bottom cove, and
must be properly aligned.
The current paint application on numerous CMU wall surfaces is unacceptable.
Specifications Section 09800 - 3.3.E and Section 09900 - 3.3.1 stipulate "block
fillers" to "ensure complete coverage with pores filled". This has not been done.
A large percentage of the pores/pits are visible on the CMU wall surfaces.
Excessive gaps (greater than 1/16") between the VCT and the door frame and
counter support profiles must be infilled with "black" sealant.
Clean paint drops, splatter, overspray, etc. off all surfaces, particularly doors,
door hardware, door frames, concrete floors, wall surfaces, etc.
A significant amount of the suspended ceiling perimeter grid/track has paint
overspray, dirt, grime, masking tape, etc. which must be removed and cleaned.
Install lexan window panel "G" at Dispatch 125.
Install horizontal and vertical blind systems in Multi-Purpose Training 124.
Complete all touch-up painting on wall and ceiling surfaces.
Complete installation of vinyl floor base in Rooms 125, 113, 193, and 124.
A significant amount of touch-up and repair is required on millwork units.
Chipped surfaces, comers, and edges must be replaced. Complete millwork boxes
beneath sinks to conceal hub drains and vents. Complete installation of all drawer
locks.

Replace all chipped, cracked, scratched/flaked, and stain acoustical ceiling tiles.
Install all door card readers and complete security systems to make operational.
Complete installation of railing system in Courtroom 113.
Complete installation of carpeting in Courtroom 113.
All exposed concrete slab control/construction joints must be completely cleaned
of debris and dirt and filled with joint sealant. Provide security sealant in slab
joints in Jail/Detention area and Juvenile area.
Touch-up, infill, and repair of ceramic tile around counters, mirrors, outlets,
recessed paper towel units, etc. is required in all restrooms.
There are numerous outlet/switch coverplates in CMU and gypsum board wall and
ceiling surfaces in which a gap is visible due to an oversized rough-in. Epoxy
grout infill/repair in CMU surfaces, and mud/tape/bed inf'fll/repair in gypsum
board surfaces.
Install signage.
Cominuous sealant required at the interface of ceramic tile edges with wall
coverings in all restrooms.
Install one-way film in windows between Dispatch 125 and Jailer 189 and Booking
191.
Provide caulking at all exterior window sills between the base track and the frame.
Install shower door in Womens 168.
Install locker benches in 169 and 172.
Complete installation of locker-filler pieces at comers and at sloped tops in 169 and
172.
Complete installation of sprinkler head escutcheons throughout building.
Touch-up paint security caulk throughout jail area.
· Install striping in Sallyport 166.

Install corner guards throughout building per RFP.
Repair roof leaks. There appears to be a ~ignificant roof leak in the southwest
comer of Captain Operations 146.
Install all marker boards.
Grind all concrete laittance and oversplatter on exposed concrete floor surfaces,
particularly along each side of joints, and reseal.
Epoxy grout patch all chips, spalls, gouges in exposed concrete floor surfaces.
Seal concrete floor slabs in Juvenile Area.
Remove and epoxy grout patch all spa[led and cracked concrete pieces along floor
joints.
Complete painting of reveals on millwork units in Courtroom 113.
Complete installation of all exterior downspout boots at discharge into under~ound
storm sewer.
Complete final painting of exterior concrete canopy columns to match BK-1 color.
Provide telephone wire to pay phones in Hold 187, 183, and 186.
Caulk around base of all Janitor Closet mop sinks.
Properly adjust all door closer "stops" to prevent door contact with wall surfaces.
Paint all wall and ceiling access doors and frames in all rooms to match
wail/ceiling paint color in which door is mounted.
Properly secure and brace fence partition at Property 165.
Clean, touch-up and infill/level all joint sealant in exterior concrete pavement
joints.
Clean and fill/level with joint sealant all expansion joints around perimeter of
building at pavement, stoops, walks, etc.

· Complete Detention Systems including visitation handset, monitors, control panel
faceplate, etc..
· Install cable ports/grommets in millwork.
Upon completion and resolution of the above items, Mid-South shall formally notify PSA
that building is ready for punch list. CCRD Parmers will visit the site on December 17,
1996, in an attempt to perform an MEP punchlist, if in fact, the project is evaluated as
punchlist ready. If you have any questions, please do not hesitate to contact us.
