City Manager/City Engineer Police / Courts Facility Plan Review September 21, 1995 The Engineering Department has received and reviewed the referenced plans. This review was limited to the: Dimension Control Plan, Grading and Drainage Plan, Site Utility Plan, Detail Sheet and Pollution Control Plan, Irrigation Plan, Landscape Plan and the Sidewalk Paving Plan. The remainder of the plans dealt with the facility itself and were not reviewed 'by the Engineering Department with the exception of the typical drilled pier detail on Sheet S100. Based on Larry Davis's experience with construction in this area, there is a question about how underground water will be handled for the pier locations and whether or not there will be encasement for the piers. 1. The plat needs to be finalized and submitted through the process for approval by the Planning and Zoning Commission and City Council. 2. The plan views on various sheets should be revised to be in compliance with the proposed changes as discussed with Jim Koch. This is mainly in reference to revised drainage concept and sanitary sewer concepts. 3. The curb return radius should be a minimum of 30 feet to provide for adequate turning movements for fire trucks. 4. The small two foot openings on both parking lots should be wider to accommodate drainage and to prevent the openings from becoming clogged. Also, some type of rip rap or other type of erosion protection should be provided at the outfall. 5. The new parking space size requirement is 9' x 19'. The majority of the spaces shown are 9' x 18'. 6. Are there going to be any landscaped islands in the parking lot as per the City requirements? 7. Why is the handicapped parking on the north side of the building being proposed in an area that will be removed in the future. The width of the handicapped parking is not compatible with the width of the other spaces. Therefore, when the handicapped parking is removed the entire parking lot will need to be reconfigured so that handicapped parking can be provided. It seems as though that it would be wiser on the front end to locate the handicapped parking in a location that would not be removed in the future and to put regular parking spaces in an area that will be removed in the future. 8. Will there be a permanent dumpster located on the site? If so, it should be shown. 9. The sewer serving the facility will need to be reconfigured due to the proposed revision of the location of the sanitary sewer. It will be located on the north side of the facility as opposed to being on the west side of the facility. September 21, 1995 Page 2 Police/Courts Facility Plan Review 10. The roof drains for the west side of the facility are being tied into a storm drainage system. However, it appears as though the roof drains on the east side of the facility are being allowed to discharge to the natural ground. Is this your intent? If so, will there be any type of erosion protection at the outfall of those roof drains? ! 1. The City of Coppell has existing underground sprinkler systems located around Town Center that could be in conflict with any drainage work. There should be some type of note to that affect, so that the contractor is held responsible to repair and replace those sprinkler systems as they are damaged. There is also an existing underground computer link to the library that should be shown on the plans so as not to be damaged during construction. Also, a conduit should be provided with this construction to allow for a direct computer link from City Hall to the Police/Courts facility. 12. The following comments were generated by Howard Pafford, Utility Superintendent. I would advise that you contact him at 304-3545 to gain clarification of the comments: a. Separate fire and domestic water should be provided in the right-of-way. b. A double check detector check assembly in vault will be required. 13. An erosion control plan that shows the location of the silt fences should be provided. We are experiencing complaints currently concerning siltation within the lake east of this site. 14. Note//6 on the paving and drainage general notes should be revised to reflect that only RCP will be allowed under the streets unless otherwise approved by the City Engineer. 15. The joint sealant compound should be a silicon joint sealant. 16. Note #5 under the water and sanitary sewer general notes should be revised to be in conformance with the Subdivision Ordinance. Which states "mains 10" and smaller should be class 200 DR 14, mains larger than 10" shall be class 150 DR 18 with an integral bell." 17. Are you not proposing to provide any type of stabilization as required by the Subdivision Ordinance, for the paving? If it is your intent not to have stabilization, the City has required that the concrete be a 4000 psi or a minimum 1" thicker. 18. Note #3 under pollution control general notes states that you will be disturbing 11 acres. An NOI will be required for this site. 19. Various details shown in the plans that are covered in our standard details should be removed to avoid any confusion. 20. It appears as though the irrigation line adjacem to the roadway is being installed in the same location as a proposed 8" water line. Therefore, the irrigation line should be moved closer to the building, possibly out of the 10' easement all together. 21. The landscape plans on the surface appear to be somewhat sparse. Is it the intent to come back at a later date and provide a more detailed landscape plan? 22. The paving section/expansion joint shown on the sidewalk paving plan appears inconsistent with the detail previously provided in the plans. These should be consistent and also consistent with our standard details. 23. All joint locations should be shown on the paving plans. September 21, 1995 Page 3 Police/Courts Facility Plan Review 24. The paving plan is unclear as to whether or not there will be a sidewalk constructed on the area immediately south of the driveway, nearest the north side of the facility. 25. Will any brick pavers be installed in the drive approaches? 26. Where are the details for the special paving #1 and//2? There are various other Engineering comments in the plans that also should be reviewed and addressed. The Engineering Department would request that once these plans have been revised that they be resubmitted to the Engineering Department along with the check set for review.
