SCADA System Improvements
Gentlemen:
The City of Coppell has been forced to declared an emergency condition on the monitoring and controls for
the water distribution system and wastewater collection system in accordance with the contact documents for
this project. They state they have been forced into this situation due to your failure to perform and complete
the SCADA System prior to the peak summer time usage of the system. The City is of the opinion that
without your SCADA system being fully operational, the current SCADA system is not as reliable to the
public as the SCADA system you contacted to replace·
The City of Coppell again directs you too furnish all necessary labor, materials and equipment to complete the
SCADA portion of your contract with the City of Coppell for the Construction of the Village Parkway Pump
Station additions. Your work is to continue 24 hours a day if necessary in order to complete all items of work
and have the SCADA System fully operational by the end of the day Friday, May 23, 1997. A review of your
progress on the completion of the SCADA System portion of your project by the City is scheduled for Friday
May 23, 1997 at 4:00 p.m. If the City determines at that time the system is not fully operational with the
highest degree of confidence, this portion of your contract will be declared in default and the City will hire an
independent SCADA contractor to complete the remaining work· If you are declared in default on this portion
of your contact, all expenses incurred by the City and its consultants associated with the completion of the
remaining work will be at your expense.
