FINKLEA, P.E. l~a~tsL~usetts 01880 Re: City of Coppell Village Parkway Ground Storage Reservoir No. 2 Gentlemen: It appears the work under your contract with the City of Coppell for the construction of the Village Parkway Ground Storage Tank No. 2 is nearing completion. Before final payment on the contract can be made by the City, all liens on the project must be cleared. At this stage, we are aware of at least one outstanding claim by Gee Consultants, Inc. In order to avoid further delays in closing this contract, the City of Coppell hereby request that Natgun immediately settle this claim and provide a waiver of lien from Gee Consultants. This claim has been outstanding since June 4, 1996. The City's position in this matter has not changed since their last meeting with you on January 23, 1996. If this matter remains unresolved, the City will be required to take appropriate action as provided in the contract documents. If the City's position is still not clear on this subject, you are encouraged to arrange a meeting with Mr. Ken Griffin, P.E., City Engineer for the City of Coppell. S in ,.' Gary C. Sent via Facsimile North Texas Municipal Construction Co., Inc. 5614 Dyer Street Dallas, Texas 75206 Re: City of Coppell Village Parkway Pump Station Additions Gentlemen: The target date of May 9, 1997 for the completion of the SCADA System portion of your contract with the City if Coppell for the construction of the Village Parkway Pump Station Additions has passed. Although the SCADA sub-contractor has made an effort to pursue the to work, the SCADA System remains incomplete. It was reported to us today by the City of Coppell that the Win 911/411 System is still not operational nor is the PC Anywhere program which will allow City staff to access the SCADA computer from remote locations. Further as requested in our letter dated April 22, 1997, your sub-contractor has yet to respond to our request for his schedule for completion of the work. We again remind you that the peak summer demand period is fast approaching and the City must have the highest degree of confidence in the control for the water distribution system. The SCADA System being installed by Team Controls, Inc. is an integral component of both the water distribution and wastewater collection systems. The precise control, operation and monitoring of the both these system is essential to the health, safety and welfare of the general public. Therefore, time is of the essence on this project. This is our second request for your anticipated schedule of completion on this project. We suggest you call Mr. Ken Griffin, P.E., City Engineer, to schedule a time to meet so that you can discuss your sub-contractor's progress and status on this project. If your response is not forthcoming, or does not meet the needs of the proper operation and control of the City' s water distribution system, then the City will be required to take necessary action as provided in the cc: '~r.
