Status of Change Orders No. 2 & 5
Gentlemen:
On April 17, 1997, the City of Coppell provided you the punch list for the work being performed by your
subcontractor, Team Controls, Inc. on the SCADA System Change Orders No. 2 and 5. The City of Coppell
has reported that the SCADA System remains incomplete and that little effort is being made to complete the
project. The contract completion date for all work on the project was April 10th, 1997, as modified by Change
Order No. 5. Today, the City has reported the WIN-911/411 Alarm and Paging System is not operational even
though GTE made the necessary repairs to the pump station phone lines.
Circumstances surrounding the delays of the startup and testing the disinfection system as included in the
original scope of work on the project, are understood and acknowledged by the City of Coppell. However, it is
imperative that the work included in Change Orders No. 2 and 5 be completed and that the SCADA System be
fully operational with a high level of confidence prior to the traditional peak summer time demand period. The
City of Coppell estimates the peak summer demands is expected to begin within the next three weeks. As a
reminder, the Village Parkway Pump Station is the sole source of water supply for the City of Coppelt. The
efficient and reliable operation of the SCADA System is critical to the proper operation of the public water
system.
Your subcontractor has verbally indicated they are committed to provide the personnel necessary to complete
the work required by the contract documents, but their actions do not appear to support this commitment.
Further, we understand there has been a change in personnel at Team Controls, Inc. At this stage, we are not
clear who is the project superintendent for the SCADA work. Please have your subcontractor provide us in
writing the name of the project superintendent responsible for the completion of this project. Further, in order
to mitigate problems and enhance response time, the City requests the SCADA superintendent, or his
designated appointee, wear a pager programmed into the City' s 911/411 alarm and paging system.
You are hereby directed to furnish the necessary work force, equipment and materials required to complete the
SCADA portion oft his project in all respects, including the 911/411 Alarm and Paging System. Please submit
a schedule for the timely completion of the project by no later than Thursday, April 241h. The City expects the
schedule to show all items of work for the SCADA System to be completed, including final walk through by

no later than May 9, 1997. As discussed in the pre-construction conference, the City of Coppell's normal
working hours are between the hours of 7:30 a.m. and 5:00 p.m. Work to complete this project shall be
performed during these hours unless there is an emergency situation as declared by the owner.
The City will review the progress on this portion of the contract daily and make a determination as to the
contractor's ability to meet the schedule. If the work is not progressing as expected, the City will take the
necessary steps as provided in the contract documents to have a fully operational system by May 9, 1997. If
