TRANSPORTATION: Bethel Road is a two-lane asphalt roadway shown on the thoroughfare plan as a C2U two-lane undivided collector. SURROUNDING LAND USE & ZONING: North- South - East - West - Coppell Senior Center; "HO-R" Historic Overlay, Retail Retail; "HO-R" Historic Overlay, Retail Retail; "HO-R" Historic Overlay, Retail Retail; "HO-R" Historic Overlay, Retail COMPREHENSWE PLAN: The Comprehensive Plan shows the property as suitable for historic district use. Item # 18 DISCUSSION: This site plan amendment involves classifying this proposed use as general retail which allows for a variety of retail and/or personal service establishments to be located at this address. By broadening the use classification it provides the property owner more flexibility in terms of leasing and avoids the need to bring forth a site plan amendment each time the owner has a new prospective tenant. The current applicant is proposing an antique and home accessories store featuring the sale of fine collectibles and upscale decorative items. The site plan, driveway location and number of parking spaces being provided are identical to the previous submittal. The property owner will be adding about 1,615 sf of new pavement to the existing 960 sf of asphalt/concrete pavement to accommodate 4 new parking spaces as required by ordinance. With regards to signage, the Planning and Zoning Commission will be reviewing the size, the font style and color of the attached sign elevation. The proposed signage plan shows a 12.5 square foot wooden attached sign with black lettering and a black border. Should the tenant name change, as long as the size, the font style and color of the sign remains identical to the elevation being approved by both the Planning and Zoning Commission and City Council, additional paper work will not have to be submitted to the Planning Department. However, it does not exempt the new tenant from securing a sign permit from the Building Inspections Department. Lastly, the landscape plan shows that an existing 44-caliper inch Hackberry tree may possibly be removed due to root penetration under the house foundation. A reminder that a tree removal permit will need to be executed prior to removal of any trees. However, planning staff encourages the preservation of the tree. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the special use permit subject to the following conditions being met: I) Revise proposed signage plan showing all dimensions of the sign, lettering, and borders. 2) The site plan should show existing and proposed driveway widths. (See Engineering Department comments). 3) Show the location of existing driveways of adjacent properties. (See Engineering Department comments). 4) Preservation of the 44-caliper inch Hackberry tree. 5) A Tree Removal Permit will need to be executed prior to removal of any trees. (See Leisure Services Department).
