RE: Coppell Health Care Center Addition - Final Plat
LOCATION: Near the southeast corner of Denton Tap Road and
Parkway Boulevard.
APPLICANT: Metrocrest Hospital Authority
SUMMARY: Applicant is requesting approval of a final plat. The
final construction plans have not been approved at
this time; however, staff will continue to work with
the applicant's engineer to ensure that all ordinaces,
City codes and development standards are met.
Development fees must be paid prior to January 30,
1989, and R.O.W. for Town Center Boulevard should be
shown as 60' R.O.W.
ALTERNATIVES: Approve the final plat with the condition that the
R.O.W. for Town Center Boulevard be shown as 60'
Deny the final plat.

Chester of ABQ Development were present to represent this
item.
Following discussion Commissioner Redford moved to approve
the final plat for Pa~kw~ay Boulevard West with the
requested variances. Commissioner ~Johnson seconded the
motion; motion carried (3-1) with Commissioners Green,
Johnson and Redford voting in favor of the motion, and
Commissioner Thomas voting against the motion.
Item 10: To consider approval of a preliminary plat for the Coppell
Health Care Center Addition, located near the southeast
corner of Denton Tap Road and Parkway Boulevard, at the
request of the Metrocrest Hospital Authority.
Russell Doyle introduced the item to the Commission.
Jack Bailey with the Metrocrest Hospital Authority was
present to represent this item. Mr. Bailey stated that
this is the first phase of a 15 acre site, and that they
hope to have it completed by the end of the year. Mr. Mike
Allen of Univest Development Company, and Mr. Grant Hensley
of the Mediplex Group were also present to represent this
item.
Following discussion Commissioner Johnson moved to approve
the preliminary plat for the Coppell Health Care Center.
Commissioner Redford seconded the motion; motion carried
(4-0) with Commissioners Green, Johnson, Redford and Thomas
voting in favor of the motion.
Item 11: To consider approval of a final plat for the Coppell
Health Care Center Addition, located near the southeast
corner of Denton Tap Road and Parkway Boulevard, at the
request of the Metrocrest Hospital Authority.
Russell Doyle introduced the item to the Commission.
Mr. Jack Bailey, Mr. Mike Allen and Mr. Grant Hensley were
present to answer any questions.
Following discussion Commissioner Redford moved to approve

Commissioner Redford Green seconded the motion: motion
carried (4-0) with Commissioners Green, Johnson, Redford
and Thomas voting in favor of the motion.

Final Plat and Construction Plans
Dear Mr. Doyle:
On Wednesday, January 25, 1989, a meeting was held at our office
with Mike Allen, Dan Dowdy and myself to discuss outstanding
issues regarding the above referenced subject. The issues
discussed wer~ as follows:
1. Town Center Blvd. shall be proposed as a 37' wide street
with no parallel parking allowed rather than 45' wide. We
have no objections to this proposal.
2. The proposed 10" sanitary sewer line shall be evaluated
further by Dan Dowdy for an alternative which will alleviate
the shallow cover conditions existing with the current
design. One possible solution could be to bring sewer
directly from Heartz Road in a westerly direction along the
South side of the proposed lake. This alternative would
alleviate the shallow cover conditions but are dependent
upon Jerry Parche's sanitary sewer design along Heartz Road.
Dan Dowdy will discuss this option further with Jerry Parche
and resubmit his plans accordingly, if this alternative is
possible. The present layout, if forced to go with,
requires a shallow depth design for the sanitary sewer.
This is due to the storm sewer design which is 1'-0" under
the current sanitary sewer. As a last resort, this may be
the best possible design. If that is the case, ductile iron
pipe and concrete encasement should be required.
3. Univest shall dedicate a 5' landscape and utility easement,
by separate instrument, along the north side of Center Plaza
Drive to better facilitate any future maintenance required
on the proposed 12" waterline. In addition, the waterline
shall be shifted 5' instead of 2' from the back of the curb.

4. The applicant shall request a variance on the final plat to
allow a 70' right-of-way width for Center Plaza Drive.
Since this is a proposed 4-lane divided roadway, the
subdivision ordinance requires 85'. If the 5' easement in
paragraph 3 (above) is provided, we have no objections to
this request for a variance.
5. Mike Allen stated as FYI that Univest/ABQ have a contractual
agreement that Heartz Road shall be under construction by
June 1, 1989.

RE: Lake Dedication - Coppell Health Care Center
The dedication of a 1.3 surface acre lake and approximately 1 acre
around the shoreline will impact department resources.
A reduction in manpower to maintain existing parks will result at
time of dedication obligating unbudgeted resources to fund the
maintenance as well.
A breakdown of services and the cost of those to be provided is listed
below. An inflation factor of 4% will show yearly increases due to
rising costs of retaining employees and operation of equipment.
The 1.3.acre lake will use these resources yearly:
Electrical service for irrigation, aeration;
12 months at $10.00/month $120.00
Repairs to aerator $60.00/hour @ 5 hours yearly $300.00
Algae Treatment - 3 times yearly w/chemicals $250.00
Aquatic Weed Control - 3 times yearly w/chemicals $1,500.00
Subtotal $2,170.00
The maintenance associated with the shoreline and grassed slopes yearly
is listed below:
Mowing - 32" walk behind mower 2.5 hrs per cutting

An annual budget of the above total is necessary for 1 year of
maintenance. A 4% inflation figure on the costs per year would raise
that figure $350.00 each year.
The Park Board reviewed this on February 6 after a presentation 'by
Grant Hensley representing the architect. During the presentation
a request to incorporate a concrete sidewalk to tie the area to Coppell
Plaza Drive utilizing the drainage easement and throughout the grass
slope area to connect to a proposed linear park on the east side of
Heartz Road. The Board had no objections to the dedication of the
lake and surrounding slope areas.
Staff feels the dedication will enhance the aesthetics of the Town
Center area, serve as a focal point drawing persons to the lake and
function as a passive outdoor area for library patrons when this is
built along the lake. The area's use as a retention area and passive,
pastoral greenspace make this a visible addition to not only the Town
Center area but the community open space system.
Again, staff feels that the lake dedication can be a nice feature
to the Town Center development, but gufficient resources need to be
budgeted if this is to be achieved.

Re: Metrocrest Hospital Authority Agreement
Dear Mr. Bailey:
This letter is to summarize the meeting of February 3, 1989, between yourself,
Metrocrest attorney Mr. Thomas Martin, Kevin Peiffer, Steve Goram, Russell Doyle,
and myself, concerning the Maintenance Agreement proposed by Metrocrest in connection
with the hospital development in Town Center.
It is my opinion that as a result of this meeting, we came to the conclusion that
the Metrocrest Hospital Authority ("Authority") is going to construct and pay for a
road, and associated roadbed and right-of-way utilities, and associated landscaping and
irrigation improvements on land to be owned by the Authority which will be shown on
the final plat of the Authority land. That the Authority is also going to construct and
pay for the lake and associated landscaping and irrigation improvements as shown on
the final plat. That both the lake and the roadway will be constructed in accordance
with construction plans approved by the city.
On completion of the roadway and upon a determination by the City Council of
the City of Coppell that the roadway has been constructed in accordance with the
approved plans and specifications, the roadway shall be dedicated to the city as a
public roadway, and thereafter managed and maintained by the city in the same way
that it manages and maintains its other public roadways. Contractor shall have executed
the usual one year maintenance bond.
That upon completion of the lake and upon a determination by the City Council
of the City of Coppell that it has been constructed in accordance with the approved
plans and specifications, the lake property shah be dedicated to the city, thereafter to
be managed and maintained by the city as it manages and maintains other lake pro.~erties
under its jurisdiction. Contractor to have executed the usual one year maintenance bond.
At this meeting, we discussed the fact that in December of 1982, the City Council
of the City of Coppell entered into an agreement with Parks Coppell Joint Venture II,
the prospective grantor to the Authority. That this agreement, which attempted to
ensure by contractual arrangement the quality of the development within the Town

Center area, was entered into prior to the adoption of many .0f the City of Coppell's
present ordinances, streetscape, and landscape regulations. That notwithstanding any
of the provisions in said agreement, the Authority will, in regard to its property, comply
with existing city ordinances, streetscape, and landscape regulations as the same are
imposed throughout the city and in particular within the Town Center area. That this
would include the obligation of the Authority to maintain its property from the property
line to the curb line on adjacent streets.
At this meeting yuu reviewed with us the fact that Metrocrest Hospital Authority
feels that it is essential to its development that the lake and roadways be maintained
as quality public facilities. That the Authority realizes that after dedication and
acceptance it shall have no further legal recourse to ensure quality maintenance of
these facilities, but, it will rely upon the good judgment of the present Council and
future Councils of the City of Coppell to maintain a high degree of quality within the
area.
