RE: Coppell Industrial Land on Bethel Road and December 23 letter
Dear Steve:
Thank you for the time you spent on composing your concise letter dated December 23, 1999,
which allows us to respond in a manner that I think addresses the needs identified. Also,
ongoing discussions will probably be needed with Champion, as well as your engineering
consultants, as the final plans are developed for Bethel Road.
Let me answer the questions in the order they were presented in your letter of December 23.
Improvements to Creekview Drive
Yes, the City of Coppell will fund 100 percent of the cost of improvements to Creekview
Drive from Royal Lane eastward to the future intersection with Freeport Parkway.
Design will be handled by Schrickel Rollins, Inc., and will begin in early 2000. The
roadway, barring any unforeseen weather conditions, should be completed by January 1,
2001.
At this time we do not anticipate any right-of-way dedication from Champion, although
creek channelization could require a very minimal dedication. At this time we are unsure
what that minimal amount would be.
Bethel Road
The City of Coppell, in accordance with the recent bond election, will pay the 100 percent cost
for improvements to Bethel Road. We do not foresee any significant cost increases, or design
complications that we have not anticipated. That would be the only way we would request
additional landowner participation. But, we feel we have covered the necessary contingencies in
our estimates presented to the public during the bond election. We will require a 90-foot

right-of-way to make the proposed improvements, therefore, a maximum of 40 feet right-of-way
dedication would be necessary along Bethel Road that would impact your property. I would ask
that your engineers, of course, continue to meet with Ken Griffin and our engineering consultants
on this project.
Parking On-Site
The best way to handle the parking situation is to initiate a development agreement between
Champion and the City in order to commit those parking areas, if necessary. This should be
approached early in your development review submittals. I will be working with the Planning
Department to ensure they are informed with regard to our plan for a development agreement.
If you have any other questions or need clarification, please do not hesitate to contact me. I
