Director of Engineering and Public Works City of Coppell 255 Parkway Boulevard Coppell, Texas 75019 RE: Bethel Road Dear Ken: Attached please find a drawing which shows the 100 acres that Champion Partners plans to develop at the northeast comer of Bethel Road and Royal Lane. The drawing shows the location of our initial 600,000 sf warehouse facility, which could be expanded to 950,000 sr. You and Jim Witt have indicated to me that Champion could pay the cost of upgrading a portion of Bethel Road in exchange for the ability to access our site with tractor-trailers. We have previously received from you a quote from the City's paving contractor, Pavecon, Inc., which indicates that 200 feet of improvements would cost $27,268.28. We understand that 200 feet is not an acceptable distance for the city. Therefore, you will note from our drawing that we would propose to upgrade the paving to a point which is 870 feet from the intersection with Royal Lane, just past the driveway to the Post Office facility. It is unclear to us whether or not all 870 feet will need to be removed and replaced (as that portion of Bethel Road closest to the intersection with Royal Lane appears to be in relatively decent shape). If you would, could you please provide us with two items: i) the cost to upgrade the road to the point shown on the attached drawing and ii) a letter from the City of C0ppell which provides us with assurance that our proposed building site will be able to access Bethel Road with tractor-trailers from the improved point back to the west. Please let me know what your timing will be for these improvements to take place and when we will need to pay for the work.
