The review of the above reference has been performed. The gest
of following is recommended to be inserted in the Agreement in order
to ensure the City's long term interest:
(1) At today's prices $10,000 can cover the cost of construction
but there should be a clause inserted to cover inflationary
factors if well isn't constructed until 1992.
(2) What happens if the lake level can be maintained at the required
level through 1992, but can't thereafter because of drought
conditions, conservation measures, etc. I suggest the "Required
Lake Level" be taken out of the agreement.
