Re: Additional Changes to Site Utility Layout Necessitated by the Discovery of a 16" Transition Water Line adjacent to the 66" Storm Sewer Main. The location of the 16" water line was addressed in a sketch provided the City of Coppell on October 16, 1986 by Mr. John Owens of this office along with a proposed solution which would allow the 24" storm line to cross over the 16" line and turn at a 45° angle down into the storm main. The sketch indicated flow lines of all utilities. In the October 16 meeting (memo attached), Mr. Powell rejected the proposed solution (sketch attached) and required that: 2'0" minimum vertical clearance be maintained between the 24" storm and 16" water lines. o If a 2'0" clearance could not be maintained along with a maximum 45° turn down, then a manhole will have to be installed in the 66" line to receive the 24" line. Engineering data on flow capacity and slope be submitted for the 24" storm line. In a subsequent telephone conversation between Mr. Randy Allen and Mr. Steve Goram, Mr. Goram included a requirement that a concrete buffer pad be placed between the 16" and 24" lines where they cross, indicating that a 3'0" x 3'0" x 8" unreinforced pad would be sufficient. Mr. Goram further stated that rather than a manhole, a box inlet saddled onto the 66" line (a 2' x 4' x height required was mentioned by Mr. Goram) should be sufficient to receive the 24" line. In this morning's meeting, Mr. Powell rejected the box inlet and stated that a manhole needs to be placed at the 66" line to receive the 24" line~ The manhole would consist of a 48" round R.C.P. riser and flattop cover with manhole grating rim. The manhole will extend to the existing bar ditch elevation. Additionally, the buffer pad is to be increased to a 4'0" N-S x 6'0" E-W 8" thick reinforced slab. -1- Mr. Jim Smith noted that at the 6" sewer tie into the 8" lateral sanitary sewer line there is a utility pole, fire hydrant and valve box which could be under- mined by the required excavation. He requested permission to angle from the second double sweep cleanout into the 8" lateral to avoid this potential problem. Mr. Goram stated that he felt there was adequate distance to allow for the straight-in connection but that, if, after Mr. Smith starts the excava- tion, this problem arises, they would consider such a request at that time. Next, Mr. Smith mentioned that the installation of the 6" water line under Bethel School was ready to proceed. Mr. Powell noted that the water line would need to be sleeved (with 12" steel pipe). Mr. Smith noted that this appeared not to be required by City of Coppell Standards. Mr. Powell responded that the City would require this line casing. Two issues raised in the Thursday, October 16, meeting with Mr. Powell, Mr. Goram and Mr. Owens were not discussed in this mornings meeting. They were: Mr. Goram's request for a 25' x 25' easement for the water meter and check valve boxes. e Mr. Powell's request that Bartex, Inc. make some response to complaints about a removed neighborhood sign located in the northeast corner of the site. (This was mentioned by Mr. Powell to Mr. Van Herpe in the September 23 meeting.) As a follow-up to this meeting memorandum, let the records~how that Item (3) - Engineering Data - was supplied to the City on the original Contract Documents, Sheet C-2. USPS personnel were advised of these additional City requirements (i.e. - the manhole, the buffer pad, and the water pipe encasement) as these changes will infer additional costs to USPS. The above summation is our interpretation of the items discussed and decisions reached at the above referenced meeting. Any persons d~siring to add to or correct these minutes are requested to put their comments in writing to the Architect within ten days, otherwise the notes will stand as written. Randy J. These changes are necessitated by new information concerning existing underground utility location provided us by the City of Coppell which is at variance with the information contained in the site survey. The needed changes are as follows (refer to construction drawings Sheets C-2, ME-1 for all items): ~ 1. Domestic water to tap off of an existing water supply line along the north side of Bethel School rather than a line on the west side of Denton Tap. Site survey did not show the Bethel School line. This will avoid the disruption of traffic along Denton Tap. 2. An 8" sanitary sewer line, shown by the survey to run along the west side of the site, does not exist; therefore, the sanitary sewer connection needs to be made at the existing sewer manhole at the southwest corner of the USPS property.. 3. The gas line shown on the north side of the s~,te (new line running north-south) needs to be moved 4' to to the east so as not to locate the line under the concrete drive approach. This will separate two dissimilar trades and avoid potential sche- duling conflicts. dallas, texas peoria, illinois Mr. Steve Goram -2- September 22, 1986 4. The non-standard 8' curb inlet shown on the plans at the west parking lot is to be upgraded to a 10' standard inlet. All changes have been approved by the Architect-of-record, Paul Meyer of Meyer Architects, the Mechancial and Electrical Engineer, L. L. von Tungelin of Collins-Soter, and the Civil Engineer contact, Doug McCleary of Myers Engineers, and have been discussed with USPS person- nel. Thank you for your attention to this matter. Mr. Powell also requested a concrete pad be provided at the'cleanout location. Mr. S~ith will verify grades of, and any potential conflict between, sanitary and storm sewer lines. -1- 3. Relocation of the gas line as requested in the letter to Steve Goram was agreed to. Mr. Powell noted that a minimum distance of 10'0" between gas meter and water vault should be maintained. Mr. Allen responded that +--60' was the separation shown on plans. 4. The change from a 8' curb inlet to 10' was approved. Mr Smith requested that the roof drain line currently shown emptying into t~e bar ditch along Denton Tap be allowed to empty in the .drainage inlet box and flow through 66" the line from the box to the drop inlet into the RCP storm line in Denton Tap. Mr. Powell said he had no objection as long as the line into the curb inlet box be held 12" - 18" above the floor of the box. Everyone agreed this change would in effect be a better solution than increasing surface water along Denton Tap.
