HISTORY:
Planning and Zoning Commission approved a different Preliminary Plat
on July 20, 1995. At the applicant's request, the Pht did not proceed
forward for Council review.
TRANSPORTATION:
Denton Tap Road is a P6D, six-lane divided thoroughfare built to
standard in a 100-foot right-of-way.

COMPREHENSIVE PLAN:
The 1987 Comprehensive Plan shows Commercial.
DISCUSSION:
Instead of a two-phase development, as originally proposed back in April, the applicant is now
proposing to build two one-story dental office buildings, one measuring approximately 9,400 sq.
ft. and the other 10,000 sq. ft. A number of issues have been resolved since the plan was last
submitted. An agreement has been reached between the applicant and Lone Star Gas Company
regarding the 10' landscape buffer between the parking spaces located next to the Lone Star Gas
Company's right-of-way. The applicant will also be building an accessway across the Lone Star
Gas Company's right-of-way and providing two additional accessways to the north connecting
the project with the CISD administration property.
The applicant has greatly improved the landscape plan. A total of 53 trees will be planted of
which 24 will be Cedar Elms and the rest will be a variety of Live Oaks, Shumard Oak.q and
Bradford Pears. The trees will not only add to the visual appeal of the streetscape along Denton
Tap Road, but will also soften the appearance of the masonry screening wall separating the use
from the adjacent residential district on the east. In addition, the trees will also serve as a buffer
to noise and glare generated by the office buildings. However, one correction must be made on
the landscape plan. With regard to the Lone Star Gas accessway, the site plan shows concrete
pavement which does not reflect on the landscape plan.
The proposed monument sign measures 73 sq. ft. The maximum size allowed by the Sign
Ordinance is 75 sq. ft. In recent months, both the Planning and Zoning Commission and City
Council have encouraged applicants to consider smaller monument signs in the neighborhood of
40 to 60 sq. ft. The public sentiment has been that the monument signs along Denton Tap Road
are too large and with the current increase in commercial development along this primary-image
corridor, the City will be adding a new monument sign each month. With this in mind, perhaps
the Commission should request a smaller monument sign -- something in the neighborhood of
40-50 sq. ft.
Recommendation:
Staff recommends approval of the preliminary plat subject to the following conditions being met:
(1) No brick pavers on the Lone Star Gas accessway easement.
(2) Fees will have to be paid
(3) Provide verification that there are access easements to tie into the CISD property.

Preliminary Plat Comments:
1. There needs to be discussion about the proposed access across the Lone Star Gas right-of-
way. I had previously taken the position that the common access through White Glove Car
Wash was the best solution to access the property. If the access easements from CISD are
obtained, it's my opinion that we should rethink the access through White Glove. This
change of position is due to the incapability of the two uses. White Glove appears to have
overbuilt their site and putting through traffic in front of them on wet pavement could be a
mistake.
2. Necessary fees will be required.
3. A landscaping easement from Lone Star Gas Company right-of-way will need to be
finalized.
Site Plan Comments:
The access easements deadend on the north side into the existing CISD property, prior to
accessing that property there needs to be verification that there are access easements to tie
into.
Preliminary Utility Map Comments:
5. Drainage information should be provided that shows flow arrows, drai. nage areas, etc. The
main question is where does this property drain to?
