HISTORY: City Council rezoned the property to "C" Commercial in October
of 1995, in compliance with the terms of an agreemem settling a
lawsuit. The Planning and Zoning Commission and City Council
approved a final plat for the property during first quarter of 1998.
TRANSPORTATION: MacArthur is a 44ane divided thoroughfare built in a l l0'-wide
right-of-way shown on the thoroughfare plan as a P6D, 6-lane
divided thoroughfare.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
regional retail uses
DISCUSSION: The applicant is proposing a barbecue restaurant with a total seating capacity
of 60 people. The private club portion of the request is to allow beer to be
served on the premises. This is the applicant's first venture in the restaurant
business. Staff is comfortable with most of the store layout with the
exception of the outdoor wood storage rack against the western exterior wall
of the restaurant. The applicant will have to screen the rack with brick
masonry screening wall on two sides (north and south sides), provide metal
doors for the side opening onto the western parking lot, as well as a standing
seam roof painted in a neutral color
The sign elevations are showing an ivory channel letter sign with bronze
trimcaps measuring approximately 25 square feet over the front fascade and
another similar 12 square foot of sign on the side fascade. The total
dimensions of the two signs are less than the 37'6" square feet permitted by
city code. The proposed hours of operation are 11:00 a.m. to 10:00 p.m.
daily. According to the Texas Alcholic Beverage Commission the applicant
is able to serve beer on Sunday mornings beginning 10 a.m. to patrons
consuming a full meal.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the zoning change with the following conditions
being met:
1. To allow the consumption of alcholic beverages in a private club restaurant.
2. Provide copies of the overall shopping center site plan that was approved by City
Council.
3. The wood storage rack will be screened on the north and south sides with a brick
masonry wall (matching the exterior brick of the shopping complex), provide metal doors
for the side facing the western parking lot, as well as a standing seam roof painted in a
neutral color
4. The proposed hours of the restaurant to be 11:00 a.m. to 10:00 p.m. daily.
