Because those records are somewhat unclear, we ask for an understanding of the scope of services the City envisions for those improvements. We realize this exercise may have been once completed with Chris Seely as our Project Manager, but we have been unable determine budget considerations, fee discussions, and related conversations had regarding the Park improvements. My personal recollection of the scope, from a site meeting with TNP and Staff on November 1, 2011, involved the following: 1.An, ADA-compliant park trail alignment from the new Sandy Lake bridge, arching to the south side of the pond, and connecting with the City sidewalk at North Coppell Road-Sandy Lake intersection; protect/preserve existing trees; eliminate a seemingly difficult and expensive R.O.W. sidewalk alignment along Sandy Lake Road, between the new bridge and North Coppell Road 2.Engineering considerations of traversing the earthen pond spillway, i.e. a culvert or low-water trail crossing of the spillway 3.Erosion control measures needed/expected 4.Proper and aesthetic mediation of current erosion issues jeopardizing the health of the existing trees (west of pond) 5.Engineering response of an appropriately-sized or increased capacity of the existing “morning glory” for the pond (to lessen spillway overflow frequency) 6.Addressing the PVC pond liner leak (liner damage is anticipated in the eastern third of the pond) 7.Tree and topographic survey (no boundary survey) Before we evaluate our agreement and proposal, and then finalize our plans, we welcome the City’s expectations of our work with designing a solution for the Park.
