(W&M Project No. 940.006) Page 1 EXECUTIVE SUMMARY W&M Environmental Group, Inc. (W&M) was retained by the City of Coppell to remove one ghost underground storage tanks (UST) from the Bio-Diversity Education Center located at 367 South Freeport Parkway in Coppell, Dallas County, Texas (Site). The Site contained one ghost UST which wasn’t registered with the Texas Commission on Environmental Quality (TCEQ) Petroleum Storage Tank (PST) program. The tank was a 1,000-gallon apparent diesel fuel storage tank located approximately 40 feet south of the Bio-Diversity Education Center. The UST was constructed of steel and was likely affiliated with a former horse ranch that occupied this area prior to development by the City for public amenity parks and playfields. The tank removal was performed by Sunbelt Industrial Services, Inc., a TCEQ-licensed tank removal firm. W&M was tasked with the soil confirmation sampling and oversight during removal of the tank system, which started on May 7, 2014. The UST was removed from the ground and transported to an off- Site location by Sunbelt Industrial Services, Inc. and was destroyed and the metal recycled. A small length of product piping was also removed from the property and disposed off-Site by Sunbelt Industrial Services, Inc. Following the tank system removal, W&M collected two soil confirmation samples from the tank pit and one from excavated stockpiled soils according to TCEQ Regulatory Guidance RG-411, Investigating and Reporting Releases from Petroleum Storage Tanks, revised August 2012. Soil samples collected in connection with the tank system were analyzed for benzene, toluene, ethyl benzene and total xylenes (BTEX) and methyl tert butyl ether (MTBE) by U.S. Environmental Protection Agency (EPA) Method 8260B and total petroleum hydrocarbons (TPH) by Texas Method TX 1005. • BTEX compounds were detected in one of two confirmation samples obtained from the tank pit (TPB-01), but at concentrations below the PST Program Action Levels (Action Levels). Additionally, elevated concentrations of TPH were detected in TPB-01 (total TPH 17,500 mg/kg). This sample was further analyzed for polynuclear aromatic hydrocarbons (PAHs) per TCEQ guidelines. PAH analytical results on this sample did not exceed soil Action Levels. • The BTEX compound xylene was detected in the stockpile sample SP-01, but the concentration was below Action Levels. Additionally, elevated concentrations of TPH were detected (total TPH of 2,420 mg/kg). This sample was further analyzed for PAHs per TCEQ guidelines. PAH analytical results on this sample did not exceed soil Action Levels. The excavation was backfilled and re-graded on the day of tank removal because the location was in a public area frequented by Coppell residents and students. In summary, soil sampling associated with the tank system removal identified low concentrations of BTEX and detectable TPH in one end of the tank pit, however further analysis indicates that no PST Action Levels were exceeded. Therefore, this is not an LPST Site, and W&M recommends that this report and accompanying PST documents be submitted to TCEQ for their concurrence and issuance of a No Furt her Action letter. W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 2 1.0 INTRODUCTION AND BACKGROUND W&M Environmental Group, Inc. (W&M) was retained by the City of Coppell to conduct confirmation soil sampling and contractor oversight during the removal of one ghost underground storage tank (UST ) from the Bio-Diversity Education Center located at 367 South Freeport Parkway in Coppell, Dallas County, Texas (Site). The location of the Site is presented as Figure 1. The UST was identified during utility construction activities in the area, and was located approximately 40 feet south of the Bio-Diversity Education Center. The tank was not registered, but upon exposure was determined to be a 1,000-gallon diesel fuel UST likely affiliated with a former horse ranch that previously occupied the Site. The City of Coppell coordinated for the removal of the UST and contracted with W&M to complete the work in accordance with TCEQ regulations. The tank removal and sampling activities described in this report were conducted by Sunbelt Industrial Services, Inc. (TCEQ A & B License No. 1LPUS0000750) and W&M (RCAS No. CS0000115). W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 3 2.0 CHRONOLOGY OF EVENTS 4/30/2014 Sunbelt Industrial Services, Inc. notified the TCEQ Region 4 office of the tank removal schedule and requested a waiver of the 30-day noti ce. 5/7/2014 Sunbelt excavated the soil surrounding the UST and stockpiled the soil adjacent to the tank hold. After enough soil was removed to expose the tank, the UST was cleaned, de- gassed and removed from the ground under the supervision of W&M and David Malone, Coppell Assistant Fire Marshall. Approximately 50 gallons of fuel and water were removed by Environmental Safety and Health Consulting Services, Inc. (ES&H) prior to transporting th e UST . Once the UST was inspected for damage, they were plac ed on trailers, properly labeled and transported to an approved off-Site location for destruction. Soil samples from the tank hold was subsequently collected by W&M personnel according to applicable TCEQ regulatory guidance. Samples of the excavated st ockpile material were also collected according to regulatory guidance. 5/15/2014 Analytical results from tank hold confirmation sampling indicated an exceedance of the screening levels for TPH at one location. An Incident Report Form was emailed to TCEQ on this date. W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 4 3.0 TANK SYSTEM REMOVAL ACTIVITIES Sunbelt Industrial Services, Inc., a licensed UST Contractor (TCEQ License No. ILP US0000750), was contracted to remove and dispose of one ghost UST located at the Site. The UST consisted of a 1,000- gallon diesel fuel storage UST located approximately 40 feet south of the Bio-Diversity Education Center. A Site layout depicting the UST system is presented as Figure 2. Photographs taken during the tank removal process are provided in Appendix A. 3.1 Tank Removal Prior to beginning work at the Site, Sunbelt submitted the required 30-Day TCEQ UST Construction Notification Form on April 30, 2014 and requested a waiver of the 30-day notice. Sunbelt also notified the TCEQ Region 4 office 24 hours in advance of the tank removal. A copy of the CNF is provided in Appendix B. No representative from TCEQ’s Region 4 office was present during tank removal; W&M contacted the Region and a staff member confirmed that they were aware of the work but had elected not to visit the Site due to other obligations. A representative of the City of Coppell Fire Department was on-Site during the tank removal. On May 7, 2014, Sunbelt removed the soil overlying the UST, removed and transported the tank off-site to an approved facility for destruction. The tank dimensions were 12 feet in length and 3 feet -10 inches in outside diameter, with an estimated capacity of 1,000 gallons. Soil removed from the top and sides of the UST was screened for evidence of impacts by petroleum hydrocarbons using a photoionization detector (PID) and stockpiled adjacent to the tank pits. 3.2 Tank Substance Removal ES&H removed approximately 50 gallons of fuel and rinsate water and disposed the fluids at an off-site facility. 3.3 Tank and Piping Condition W&M visually inspected the UST prior to and after the removal. The UST was a single wall steel tank and did not show evidence of significant corrosion, but at least two holes/gashes were noted in the east end of the tank and one along the north side of the tank after the overlying soils were removed. The holes were located in the upper half of the tank. Two holes (the one along the north side and one in the east end of the tank) were likely created by the utility line drilling contractor who first encountered evidence of the tank in April. W&M was informed that the drilling contractor could not extract their drill bit from the tank after it had been penetrated, and the bit was located in the tank and later retrieved. The third hole (gash) was created at the top of the tank by the excavation equipment during tank removal. Refer to the photographs in Appendix A for details regarding the tank condition during removal. Additionally, during excavation activities approximately one foot of product piping was exposed at the west end of the tank and was removed from the Site. W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 5 4.0 SITE SAMPLING ACTIVITIES Representative soil samples were collected by W&M in accordance with TCEQ Regulatory Guidance RG-411, Investigating and Reporting Releases from Petroleum Storage Tanks, revised August 2012. Refer to Figure 2 for details regarding the soil sampling locations and designations. 4.1 Soil Sampling and Analyses Elevated PID readings were recorded for soils screened from the tank pit and stockpiled so il, as described below: Two grab soil samples were collected from the floor of the tank pit and designated with the tank pit bottom and sample number. One tank pit sample (TPB-01) was collected from the soil located below the eastern portion and the second (TPB-02) and a duplicate were collected from the western portion of the tank pit . Field PID readings at TPB-01 were 74 parts per million (ppm), at TPB-02 were 1.7 ppm. No water was observed inside the tank pit during the tank removal. Excavated soil from the tank pit excavation was placed adjacent to the tank pit and then later backfilled into the pit which was lined with polyethylene to contain the soil pending analytical results . The polyethylene was placed so that the limits of the original tank excavation could be easily determined if subsequent over-excavation was required. One stockpile sample (SP-01) was collected from stockpile generated by the excavation (estimated stockpile volume was < 15 cubic yards). Field PID readings for the excavated soil were 31.1 ppm and 37.3 ppm. The soil samples from the tank pit were analyzed for benzene, toluene, methylbenzene, and total xylenes (BTEX) and methyl tert -butyl ether (MTBE) by U.S. Environmental Protection Agency (EPA) Method 8260B and total petrol eum hydrocarbons (TPH) by Texas Method TX 1005. Where TPH in the carbon range >C12 was reported, additional analyses for polyaromatic hydrocarbons (PAHs) by EPA Method 8270C were assigned on the samples exhibiting the highest TPH. All samples were plac ed into laboratory-supplied containers, immediately stored on ice, and submitted to Pace Analytical Laboratories in Allen, Texas , for analysis. 4.2 Analytical Results BTEX concentrations were detected in the soil samples collected from the eastern end of the tank pit (TPB-01) and stockpile (SP-01). MTBE was not detected in any of the soil samples collected from the tank pit or stockpile. The following samples had concentrations exceeding Action Levels: • Gasoline range TPH (C6 – C12) was detected at concentrations of 1,500 mg/kg and diesel range TPH (C12 – C28) was detected at concentrations of 16,000 mg/kg in the confirmation sample recovered from the eastern portion of the tank pit. Ethyl benzene and total xylene was also reported at this location at a concentration of 0.047 mg/kg and 2.5 mg/kg; respectively. PAH analysis on this sample did not result in any PAH compounds above Action Levels. • Gasoline range TPH (C6 – C12) was detected at a concentration of 82.3 mg/kg and diesel range TPH (C12 – C28) was detected at a concentration of 2 ,340 mg/kg in the stockpile soil SP-01. Total xylene was also reported at this location at a concentration of 0.039 mg/kg. PAH analysis on this sample did not result in any PAH compounds above Action Levels. W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 6 Soil anal ytical results from the tank pit confirmation samples (TPB-01 and TPB-02) are summarized in Table 1, and results from the stockpiled soil (SP-01) are summarized in Table 2. Laboratory analytical data packages and laboratory review checklists are included in Appendix C. 4.4 Sampling Equipment and Decontamination Procedures All samples were collected while wearing disposable nitrile gloves, which were changed between grab sample collection to reduce the potential for cross contamination. In areas of loose soil, the sample was grabbed by hand (gloves in place) and placed into either the sampling jar or plastic sealable bag. 4.5 Sample Collection and Handling Methods All soil samples were packed into laboratory-supplied 4-ounce glass jars, immediately stor ed on ice, and delivered under chain-of -custody to Pace Analytical Laboratories in Allen, Texas , for analysis. 4.6 Quality Assurance/Quality Control As part of the quality assurance/quality control (QA/QC) procedures implemented during the investigation, W&M collected one duplicat e soil sample. Duplicate sample 1 (Dup-01) was collected with the soil sample located near the western portion of the tank pit. Gasoline and diesel range petroleum hydrocarbons and BTEX concentrations were not detected above sample reporting limits in the duplicate sample (Dup-01), so no QC calculations could be made. Based upon the QA samples the results appear suitable for use in evaluating concentrations of chemicals of concern at the Site. W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 7 5.0 WASTE DISPOSITION 5.1 Fluid Disposal Prior to tank removal, ES&H removed residual fluids and rinsate from the UST. ES&H removed approximately 50 gallons of fuel and water and disposed of the fluids at an off-site facility. Manifests for disposal of the fluids generated during the tank removal are provided in Appendix D. 5.2 Tank Disposal The UST was properly labeled and transported to Texas Industrial Scrap Iron and Metal in Fort Worth, Texas , to await destruction. Tank destruction documentation is provided in Appendix E. 5.3 Backfill Disposal Backfill was returned to the excavations and additional clean imported fill was used to backfill the tank pit to grade. The excavation was lined with polyethylene prior to backfilling in the event that re- excavation of soils was required once laboratory analytical results were received; however, since no Action levels were exceeded, re-excavation is not required. Reinstatement of the disturbed areas with grass will be completed by City of Coppell staff. W&M Environmental Group, Inc. (W&M Project No. 940.006) Page 8 6.0 CONCLUSIONS One1,000-gallon ghost UST was removed from the Bio-Diversity Education Center located at 367 South Freeport Parkway in Coppell, Texas. W&M provided consulting services associated with confirmation soil sampling, waste profiling, and contractor oversight. • The ghost UST and all fluids associated with the removals were manifested off-Site and destroyed or disposed at licensed facilities. • BTEX and TPH compounds were detected in one of the samples obtained from the tank pit (TPB-01) and the sample obtained from the stockpile (SP-01). Concentrations of BTEX, MTBE, and PAH were below the PST Action Levels from each sample. TPB-01 was collected from the eastern portion of the tank pit and SP-01 was collected from the excavation stockpile before backfilling the tank pit. • Tank pit sample (TPB-02) and duplicate sample (DUP-01) were all below laboratory detection limits for BTEX, MTBE, and TPH. • Based upon the screening level exceedance of TPH at TP B-01, an Incident Report was submitted via email to TCEQ on May 15, 2014. PAH analysis on this sample did not result in any PAH compounds above Action Levels. The excavated soil and additional fill was placed back into the excavat ion, and the area was re-graded. In summary, soil sampling associated with the tank system removal identified the presence of some BTEX compounds, TPH and PAHs in soil samples, however at concentrations below PST Program Action Levels. Based on the sampling data obtained during the tank removal, this is not an LPST case and W&M recommends that this report and a Release Determination Report (RDR) be submitted to TCEQ for their concurrence that no further action is required.
