Box 478 Coppell, TX 75019-4409 Re: Review of CLOMR for Windsor Estates and DeForest Court Suite 1800 12700 Park Central Drive Dallas, Texas 75251 Dear Mr. Griffin: Kimley-Horn and Associates, Inc. has reviewed the Request for a Conditional Letter of Map Revision on Denton Creek for Windsor Estates and DeForest Cour~ prepared by Halff Associates, Inc., dated September 1999. The submitted report only includes data required by FEMA (i.e., flows based on existing watershed conditions or regulatory discharges). The report does not include data related to the City's floodplain ordinance, such as analyses using fully developed flows. Our review of the above-described study is based on adherence to FEMA criteria only. Kimley-Horn recommends that the following items be addressed for the submitted report: During large storm events, the floodplain for Denton Creek spills over Gun Club Road and drains into the Elm Fork of the Trinity River. The model accounts for the weir flow over Gun Club Road by reducing the flows in Denton Creek. Calculations for the amount of weir flow over Gun Club Road should be submitted to justify the reductions of flows in Denton Creek. The proposed floodway is shown outside the limits of the 100-year and 500- year floodplains. Floodways should not exceed the limits of the 100-year floodplain. The maps should be revised to correctly show the floodway within the limits of the 100-year floodplain. The City should also coordinate the approval of the Corridor Development Certificate with the Army Corp of Engineers to ensure all City requirements have been met before final approval is given.
