Village Parkway Pump Station
Pre -Final Inspection
Memorandum To: Larry Davis &
From: Gary C. Hendricks, P.E.
Construction Co.
Date: February 10, 1997
At the request of North Texas Municipal Construction Co., a pre -final inspection was conducted for the work
completed at the Village Parkway Pump Station Additions. In attendance were:
V Larry Davis, City of Coppell
• Ted Dutt, City of Coppell
• Bill Bigham, North Texas Municipal Construction Co.
• Gary Hendricks, Shimek, Jacobs & Finklea, L.L.P.
At this stage, the project is estimated to be approximately 95% complete, without consideration for the
SCADA System improvements. (The SCADA System was excluded from today's walk through). This memo
is published for the benefit of the contractor and is not intended to be a final "punch list" nor comprehensive in
nature. The City reserves its right to add items to this list as required, or modify its content at completion of
the project.
At this stage of completion the following items were noted as needing attention, correction or repair:
1. The driveway turn -out to the ground storage tank no. 2 does not drain. The City indicated it offered no
objections to the NTMCC attempting to grind the concrete in order to achieve positive drainage.
2. Connect pump drains directly to the pump housing ( similar to the pump drain configuration on the
existing pumps). The drain pipe material shall be either copper or galvanized metal.
3. NTMCC should field verify all piping layout and building dimensions and submit record drawing mark-
ups to the Engineer.
4. Place non - shrink grout under the pipe support brackets on both suction lines.
5. Label the by -pass electrical control switches in the pump control cabinet.
6. The pump control hydraulic hose fittings are leaking. Replace the galvanized fittings with brass fittings.
7. Seal all electrical conduit penetrations into both the new and existing ceilings of the pump station. This
includes SCADA conduit runs into the ceiling in the storage room on the west side of the building.
8. Clean grout of electrical conduits feeding the Motor Control Center
9. Rub or otherwise smooth the edges of the grouted floor repair where the existing transformers were
abandoned. Repaint the floor to match existing in this repair area.
10. The existing motor control centers need to be cleaned and appropriate new labels applied.
11. Verify final configuration of the ventilation ductwork in the attic.
12. We noted several cracks in the concrete flatwork outside the building. The plans called for sawed dummy
joints at 20 intervals. The smaller existing cracks need to be routed and sealed. Larry Davis and Bill
reached an understanding as to locations for sawed joints.

13. Saw cut and grout the existing area ( 2'x 1') immediately east of the new concrete paving. (See Larry
Davis for location)
14. Clean and seal the mortar joints on the brick column extensions
15. Add the required 2 - 2 -inch square tubing to the front gates.
16. We noted several areas where the existing fence was damaged due to what appeared to be expanding ice.
Perhaps water found its way into the fence tubing and froze causing the damage. We are looking into the
cause and will advise.
17. Grout the lift holes in the injection vault on the suction header. (We assume the same applies to the
injection vault at the supply line, but we did not look)
18. Check on the need or condition of the grounding wire at the primary electric meters
19. On the west side of the pump station, it was reported that the underground electrical conduits are very
shallow from the edge of the building to a point about 5 -feet out. Due to the nature of landscaping and
irrigation type repairs in this area, the City has directed that the shallow electrical conduits be concrete
capped.
20. Add a door stop to the door leading into the storage room on the west side of the pump station to keep the
door from hitting the new electrical conduits. The current configuration of the electrical conduit
penetrations into the building, block proper use of the existing door stop.
21. The requires a backflow preventer report for the new backflow preventer installed under this contract. See
Larry Davis for contacts.
22. General clean -up is required in the existing pump station with particular attention given to the personnel
doors and surrounding floor areas, the existing motor control centers, control room & control panels, stairs
and concrete sidewalks and driveways.
23. All disturbed ground areas ( storage areas, excavations and trenches) will require re- seeding.
24. The City's electrical inspector performed a preliminary inspection of the electrical work. No report was
published, but he indicated the work appeared to meet code. His inspection was not for determining if the
work was in conformance with the project specifications.
25. On Thursday, January 16, 1997, we and the City of Coppell representatives were present for the initial
start-up of Pump No. 5. The pump motor was energized, but did not start. Shortly thereafter, the motor
housing started to smoke and the power to the pump was cut off. Please have your pump manufacturer
perform a megger test on the motor and verify the condition of the heater. This pump motor test must be
witnessed by representatives of the owner and the owner's engineer. A written report certifying the result
of the test shall be submitted to the engineer prior to final acceptance of the project.
