Maier Three Northpark 8800 N. central Expressway, Suite 300 Dallas, TX 75231 Re: Country Estates Dear Mr. Daniel: The City of Coppell has received and reviewed plans for the referenced subdivision. These plans meet our current minimum requirements. However, prior to the start of construction of this project, the following items need to be completed. 1) The plat should be filed. 2) A Homeowner's Association should be formulated that would include the maintenance of Grapevine Creek behind Lots 9 through 13 Block A. 3) The plans for the proposed bagwall along Grapevine Creek will need to be reviewed and accepted. 4) A preconstruction conference should be set up through Garreth Campbell, Construction Inspector. 5) All applicable fees should be paid. In addition to those items, you had requested the construction of entry signs on four lots. These entry signs were not contained within any easement, but were going to be the sole responsibility, maintenance wise, of the property owners. There are several problems with the proposed entry signs. One is that the height and width of the sign creates a visibility problem for traffic. Also, the design of the sign is a high maintenance item, i.e., the utilization of wood in the entry sign. If the sign is still requested, it should be redesigned to be a low height sign to not create a visibility obstruction and the construction should be of a low or no maintenance material. As I stated in our phone conversation of June 26, I am concerned about a Homeowner's Association that only covers certain portions of the subdivision. It's quite possible that this could evolve to the point that only people adjacent to certain amenities, common areas, lakes, etc. would want to be involved in the Homeowner's Association. This has been viewed as a special situation and in the future, the City of Coppell will not be receptive to a Homeowner's Association that only includes certain lots within a subdivision. Maier June 26, 1992 Page 2 During the course of our conversation, you also stated that you wanted to make some minor changes to the alley in Block B and include an additional wye inlet and drainage system on Lot 2 Block B. The change in the alley should be coordinated through Gary Sieb to ensure that it can be accomplished before the final plat is filed. Also, an additional drainage easement should be shown on the plat and the drainage plans should be revised accordingly.
