The following remarks relate to your review summary letter dated June 5, 1992. Item No. 1 We concur with your interpretation of the subdivision ordinance with respect to the requirement that an owners association be established to maintain slopes steeper than 4:1. In order to address this requirement, we intend to establish an association which will include only Lots 9-13 of Block We wOuld very much like to build the entry features as shown. We think that this signage and gateway would be a distinctive amenity for our project. If the City's ordinances and regulations do not preclude the constructions of these items on private property, maintained by the lot owner, we would like to construct them in this manner. If however, these improvements are precluded on private property, it would not be our wish to construct them. Due to the administrative difficulties involved in forced dues collections, contracting for services, legal liability and other similar problems, it would be impractical to establish an association for such a minor function. As a practical matter, the need for maintenance on these items over any reasonable time period will be minimal. Each affected lot owner will have full knowledge of the signage since they will be in place prior to the lot sales. Item No. 2 A detail has been provided on sheet 4. Item No. 7 We have entered into a contract for the design and construction of the wall. We would be in agreement that building permits not be issued for the affected lots until the wall is in place, but ask that the public improvements in the subdivision be allowed to begin independently of the wall's progress. Central Expressway, Suite 300 Dallas, TX 75231 Re: Country Estates Dear Mr. Daniel: The City of Coppell has received and reviewed the referenced plans and has the following comments to offer: 1) An easement should be provided on the plat along Lots 1 and 13 of Block A and Lots 1 and 9 of Block B to accommodate the entry sign. This easement should be a common area that should be maintained by the Home Owner's Association. Also, the floodplain/floodway on Lots 9-13 Block A should be maintained by the Homeowner's Association. 2) Access to Lot 3 Block A will be very difficult. A detail should be provided showing how access will be provided to that lot. 3) On Sheet 6, notice the sentence that should be removed from the general notes concerning water mains. 4) Notice the comment about the valves along the water main. 5) All standard details should be provided. 6) Notice the comments concerning the direction of the flow arrows on the site grading plan. 7) A design for the proposed bag wall along Lot 10 Block A should be provided. 8) A Floodplain Development Permit should be executed for this property. This will need to be provided to the City prior to the signing of the plat by the City. M. .E. ~ity~
