Dear Mr. Griffin:
We are enclosing a copy of the proposal from Team Controls to North Texas Municipal Construction Co., Inc.
for the SCADA System modifications discussed during the Factory Acceptance Test of the computer software
and system on January 13, 1997. The letter outlines various options for each request made by the City. We
have reviewed the proposal and offer the following clarifications and recommendations:
I. Water System Pressure Points:
The water system pressure is currently monitored at two discrete points located at Moore Road and the
Coppell Road Fire Station. These points are monitored over leased telephone lines, but were not included
in the original scope of work for the new SCADA System. The least expensive way to include these sites
V/ on the new SCADA System is to utilize the existing pressure transmitters and install new modem line of
communication to the system. Team Control's proposal for this work is $2,800 per site, which includes
re-programming the SCADA screens.
II. Sandy Lake and Deforest Lift Stations:
The original scope of service at these two lift stations included furnishing and installing new ultrasonic
level transmitters for each wet well. The City has requested that the existing level transmitters be left in
service and used as a back-up to the new transmitters. This can be accomplished through the new SCADA
system computer with remote switch over, or local control at the lift stations for $550 per site.
III. Additional View Nodes:
We have reviewed of Team's proposal and have had additional discussions with Mr. Steve Baker and Mr.
James Sipes concerning additional view nodes. Prior to moving forward with the proposal from Team
Controls, it should be understood that any computer that is to be used either for viewing or controlling the
SCADA System must be have the minimum system specifications, or be upgraded to meet these
minimums:
· 486 - 66Mhz Processor (Pentium, 120 Mhz Processor recommended)
· 16 MB RAM
· 500 MB Free on the hard drive
· 14.4 Kbps modem (28.8 Kbps modem recommended)

The two basic options for the additional view nodes at the Service Center are:
1. Install a new RTU at the Service Center and establish radio communications. Place the Runtime
software on the computer in Matt Cast's office and the computer in the kitchen. Install the PC
Anywhere software on the laptop for viewing the status of the system only. This option establishes
two new permanent view nodes on the system with the addition of a single RTU. Using this approach,
the SCADA System can be monitored and controlled from the Service Center if desired. Team has
proposed $7,000 for this additional scope of service, which excludes upgrades of the City' s existing
computers.
2. Network the Service Center to the Village Parkway Pump Station using the existing City leased data
transmission lines. Again, the Runtime software would be place on the computer in Matt Cast's
office. This option would cost around $2,261, which excludes upgrades of the City's computers and
the view node in the Service Center kitchen. Adding the view node in the kitchen could be done for
another $2000, assuming the computer meets the SCADA System minimum specifications. The total
cost for two additional nodes at the Service Center using this approach is $4,261.
IV. View nodes at Home Computers or the Laptop computer:
In order for City personnel (or elected officials) to view the status of the water distribution system or
wastewater collection system from their home computers or laptop computers, access to the SCADA
Server is necessary. The server can be accessed by one outside computer at a time using a telephone
modem. However, other nodes on the system which have modems can also be accessed, which allows
multiple and simultaneous connections by telephone from home or office computers. In order to
accomplish this, the home/office computer must have the minimum system requirements outlined above
and protocols must be established for dial in locations (i.e., who calls which SCADA node). Assuming a
new view node is installed at the Service Center, a maximum of 3-outside computers can view the status of
the SCADA System via telephone modem at any given time (Ken Griffin, Matt Cast, Ted Dutt). The
enclosed schematic sketch of the system may help in understanding the proposed set up.
The enclosed tabulation summarizes the cost associated with each of the options evaluated for additional work
requested by the City and proposed by Team Controls, Inc. In addition, we have attempted to make an
estimate of hardware and software upgrades that may be required on each of the City' s and individual
computers that are expected to access the proposed SCADA System. We are available to discuss this project
further at your convenience.
