This project is currently out for bid. We open bids on Thursday morning at 10:00am. I anticipate awarding a
construction contract in May and beginning construction in June.
The city will send out more information one we have awarded a contract, and have a firm schedule for the
beginning of work.

I’m, as I’m sure many other residents are, disappointed in the lack of progress especially since a bond election for
the Sandy Lake project was 14 years ago and the East Sandy Lake work has been completed for at least 5 years now.

Oncor has been sued by two of the adjacent property owners, and a temporary restraining order has
been issued. This order prevents Oncor from working adjacent to these properties. They have set most
of the poles that fall outside this area, but they will not be able to complete their work until this TRO is
lifted.
So far the city has not been named in the suit, so we have not been involved in the discussions. Our City
Attorney is reviewing our options to compel Oncor to complete their work so we can proceed with the
construction.
I wish I could give you a projected date, we just don't know how long this issue may delay us.

Oncor seems to going at a snail’s pace. When are they going to complete their part of the process so this project can
be completed?

Mr. Pendleton,
Oncor is on the ground working on their relocations at this time. Their process is to set new poles, pull
new wire, then remove the old. They do this in order to limit the disruption to power service.
We will go out for bids on the road work once the utility relocations are nearing completion.

Mr. Pendelton,
My name is Keith Marvin, and I am the project engineer handling
the Sandy Lake Road project. This project was part of the 1999
bond election. You are correct that it has been a long time
since it was approved by the voters.
This section of Sandy Lake has been very complex. We completed
acquisition of right of way (land needed for the widening) at
this time last year. At that time we released the franchise
utility companies to begin their relocations. The gas company
completed their work last fall.
The big delay has been Oncor, the power company. They have been
working toward moving their poles on the north side of the road
for some time now. I finally received their permit for this work
on Tuesday. I expect them to begin work within the next month.
Once their poles have been moved out of our way, we can begin the

road work.

According to on-line information: The project is in process of
utility relocation along Sandy Lake Road. This relocation process
is a preparatory step which must be completed prior to beginning
actual construction work to widen the road. Construction of the
improvements is anticipated to start in early 2012. The overall
project will consist of a 4-lane divided roadway, improved
drainage, an 8-foot hike and bike trail along the south side of
the road, and a 5-foot sidewalk along the north side. The project
will also include a new traffic signal at the intersection of S.
Coppell Rd. and Sandy Lake Rd.
A bond election was held at least 20 years ago for this.
Widening of East Sandy Lake Rd. has been complete for 4 or 5
years now.
It's now mid-February and no work is being done. Exactly when
are we going to see some progress on this project?
