HISTORY: When the zoning ordinance was adopted in 1983, the "C" Commerdal
District was placed on several properties fronting Coppell Road in the first
block north of Bethel Road. Like the several other tracts, this property
includes a residential structure.
TRANSPORTATION: Coppell Road is shown as a C2U, but is currently a two lane
asphalt road contained within a 60'-wide fight-of-way.

COMPREHF~SIVE PLAN: The 1987 Comprehensive Plan shows single-family.
DISCUSSION: The drawings which the applicant submitted through the Development
Review Committee process did not clearly show the location of the
Coppell Road right-of-way line. As submitted for your review, the right-
of-way line is shown as approximately 20 feet in front of the front porch
of the existing structure. A 15' landscape buffer is required between
parking and the street fight-of-way. Therefore, there can be no parking
in front of the structure.
A portion of the required parking must be accessible to the public. The
site layout m_e~_s to be revised to provide public parking located a
minimum of 10 feet from the side property line and a minimum of 15 feet
from the right-of-way of Coppell Road.
RECOM1VffiNDATION TO THE PLANNING AND ZONING COMMISSION:
Because of a number of concers we have relative to parking, setbacks,
storage and screening, staff recommends holding the public hearing open.
If the applicant can revise the site plan to conform with the requirements
of the zoning ordinance and resubmit by February 21, the public hearing
can be continued untilMarch 21. Otherwise it will need to be continued
until April 18.

ITEM: S-104, Dee's Deck & Fence Inc., zoning change from "C"
(commercial) to "C-S. U.P. " (Commercial, Special Use Permit) to
allow the operation of a business within a residential structure on
commercial property, located on the east side of Coppell Road,
north of the intersection of Coppell and Bethel School roads, at the
request of Dee's Deck and Fence, Inc.

1. The new drawing now shows the proposed right-of-way for Coppell Road. However,
the first parking space is shown in the Coppeil Road right-of-way. This is not
allowed. It appears that the site plan again needs to be revised. This comment was
not made at DRC because the applicant did not show the right-of-way as requested
with the initial DRC comments.
2. All maneuvering area for the parking spaces should be on-site (minimum of 24' from
back of parking space).
