Project Manager Water Utilities Department 2121 Main, Suite 300 Dallas, Texas 75201 FAX 214/948-4551 RE: Rate of Flow Controller WA 93-01 Dear Ms. Cottingham: The following represents the City of Coppell's concerns with the plans and specifications as submitted. The largest concern that the City has is that we would like for the City of Dallas to consider installing a by pass line on the east side of the Rate of Flow Controller to allow the City the flexibility, in emergency situations, to pump directly into the water system. This could be situations where there has been a power outage to the pump station and the City is not able to facilitate water through the pump station. The City would prefer the utilization of RCP in lieu of corrugated metal culvert pipes for the driveway entrance. 3. On the site plan, show the location of the proposed overhead light. On sheet 4 of the site plan it appears as though the drainage associated with the flat work will discharge the water into Kimbel Court. The flatwork in the driveway should be configured so that the drainage is discharged to the south into the existing concrete channel. The slope on the back side of the paving for the rate of flow controller should be a minimum of 4 to 1. 6. The sealer used should be silicone. 7. Any boring beneath the existing concrete channel should be by dry bore only. All work associated with the power will require a permit from the Building Inspection Department. Has there been consideration of installing the new tap and water line to service this rate of flow controller south and west of the existing ground storage tank on Sandy Lake Road instead of north of the existing tank? 10. Have all existing water lines been field checked for location? 11. Section 01300 paragraph 1.05a: Should be clarified that it is the contractors responsibility to field verify the location of all lines. 12. Section 01300 paragraph 1.10: Will the City be in the loop for any submittals? 13. Section 01311 paragraph 1.02c: How much water will the existing 16" water line provide? 14. Section 02000 paragraph 1.03: Should be clear that since the City is paying for the testing that the type of testing and number of tests should be at the sole discretion of the City of Coppert. 15. Section 02290 paragraph 3.02: Any stock piled materials around the existing ground storage tank on Sandy Lake should be such that any d3mming up of surface water is below the overflow elevation of the Sandy Lake pump station. 16. Section 09900 paragraph 3.03: Any painting of proposed materials should match as close as possible the color scheme of the existing ground storage tanks. 17. Several times throughout the specifications it states the City's responsibility to provide and install various components. Would it be possible to get a detailed listing of all the City's requirements in regards to supplying materials and/or work to complete this project? It was my understanding that this would be a turn key project. 18. Section 15101 paragraph 1.02: This section states that related work not included includes a sump pump. Does this refer to some other item? It appears, the sump pump is being provided for in the plans and specifications. Also, included with this is a copy of a memo from Matt Cast to myself det3_iling some items. Some of those items are covered in my comments. However, one of Matt's biggest concerns is to insure that any information can be piggie backed on the 4/20 signal and whether or not our current flow charts will need to be updated to accommodate the new rate of flow controller. I apologize for the delay in getting these comments back to you. However, the City is anxious in proceeding with the project as soon as possible and appreciates the assistance it has been provided by the City of Dallas in the past and looks forward to a continued relationship in the future. The plans and specifications are in the City Engineer's office and are available to be picked up at your convenience if necessary. Where are the sump pump details on page 15010-17 I would like to see a by-pass installed at the vault on the north side by method of substituting a cross for a tee and installing a 90 degree to return the flow back to Kimbel Court where a 16" pipe is installed. In the event that V.P. goes down due to natural deterioration, piping aging, or even a natural disaster, the City of Coppell could still operate the water system by having this by-pass and by the pressure of the City of Dallas and not have to rely on V.P. megaflow.
