The purpose of this letter is to address concerns regarding the subject
study reviewed by our office, and to recommend a response to Mr. Parche'
and FEMA. The attached letters from Mr. Parche' and the Federal
Emergency Management Agency (FEMA) were provided to us and
outline a number concerns addressed by FEMA and the actions taken to
address these concerns.
After careful review of the latest models by Mr. Parche' we believe that
they represent an accurate description of the existing conditions through
the area of concern. Further, we believe that the latest proposed model in
completed by Mr. Parche' meets the requirements of FEMA regulations and the
city of Coppell Ordinance No. 219 with the following exception.
The model represents floodway fringe fill. As such, there is an
allowable tolerance for increasing flood elevations. Mr. Parche' has not
exceeded these limits. However, Parkway Blvd. was built with some
floodway encroachment. There was no flood level increase in the area of
Parkway Blvd. The increases occur elsewhere, where only flood fringe
encroachment occured. If FEMA views the Parche' report as a floodway
revision they will probably disapproave it. If they view it as a floodway
fringe development with necessary work for Parkway Blvd. They may approave
it.

To avoid this potential problem Mr. Parche' might submit the project in two
phases; A floodway fringe fill project and a floodway project. Since this
is just a matter of administrative details, and does not affect the
technical results. It is a matter for the city and Mr. Parche to decide.
We suggest a discussion af this matter before an official response is
prepared.
