ABQ Development Corporation P O Box 25625 Albuquerque, NM 87125 505/242-3330 RE: JP No. 88009; Flood Plain Reclamation Study; Parks of Coppell; CopDell, Texas Dear Jay: On February 21, 1989, our firm submitted a hydraulic study to the City of Coppell in support of a request by ABQ Development Corporation for proposed flood plain reclamation in Denton Creek and Cottonwood Branch flood plains within the Parks of Coppell property west of Denton Tap Road. During the past few weeks, I have attanded several meetings with Mr. Russell Doyle, P.E., City Engineer, regarding compliance of the proposed flood plain reclamation with exemption provisions of the current City of Coppell Flood Plain Ordinance. This exemption was previously confirmed by the City on May 25, 1988. Following is a list of meetings and participants, other then myself and Mr. Doyle, that were recently held concerning this issue· 1. May 17, 1989; with Mr. Ron Morrison, P.E. the City's flood plain consultant and Ms. Shohre Daneshmand, civil engineer with the City of Coppell. 2. June 5, 1989; with Mr. Frank A. Pagano, National Hazards Program Specialist with the Federal Emergency Management Agency and Ms. Daneshmand. Mr. Pagano provided additional correspondence from FEMA's files regarding flood plain and floodway revisions requested by Univest, the previous property owner, in 1982. 3. June 15, 1989; with Mr. Ron Morrison, P.E. This meeting was held following Mr. Doyle's meeting with the City attorney the previous day to discuss this issue. June 16, 1989; with Mr. Ron Morrison and with Mr. Wayne Ginn, P.E., the previous City Flood Plain Administrator. JP No. 88009 June 19, 1989 Page 2 of 2 From this series of meetings and additional information which has resulted from our research, Mr. Doyle stated in the June 16, 1989 meeting that the City of Coppell agrees that the proposed reclamation within the Parks of Coppell property west of Denton Tap Road is exempted from the current city flood plain ordinance and directed Mr. Morrison to proceed with reviewing the reclamation study we submitted to the City on February 21, 1989 for compliance with provisions of the City's previous flood plain ordinance - Ordinance No. 219. Mr. Doyle agreed to provide a letter to me regarding this decision. Ron Morrison and I have scheduled a meeting for June 21, 1989 to review hydraulic models prepared for our study and models of existing conditions prepared by his firm, Kimley-Horn and Associates, Inc.. Kimley-Horn has prepared a preliminary Flood Insurance Study for the City. This study is also currently being reviewed by FEMA. Ron and I will resolve modelling differences between the two studies that should permit FEMA to proceed with their review of our request for a Conditional Letter of Map Revision for your project. ~Jer~rysincer~ / ' P.E.
