Parks of Coppell Conditional Flood Study

On May 17, 1989, we met with you and Mr. Jerry Parche' regarding the City approval of a request
for a Conditional Letter of Map Revision (CLOMR) for a floodplain reclamation west of Denton Tap
Road affecting Cottonwood Creek and Denton Creek.
The main question at that meeting was whether or not the project should be evaluated according to
the present floodplain management ordinance or an earlier one. The former City Floodplain
Administrator made the decision that the project should be exempt from the present Floodplain
Management ordinance based on the fact that the project had received an earlier FEMA Conditional
Approval (1982). The key point at our meeting involved the question of whether or not the earlier
FEMA approval was a CLOMR or something else.
To solve this problem, you requested that we contact FEMA and arrange a meeting to discuss this.
In response to that request we contacted the FEMA program specialist for this area. Mr. Frank
Pragano. After explaining the situation to Mr. Pragano he stated that such a long period of time
has occurred since initial submittal to FEMA that it would not be appropriate to consider the FEMA
approval regardless of what it was called. Mr. Pragano stated that he thought the city should
evaluated the project according to their present ordinance.
In regard to the meeting with Mr. Pragano, he will be out of the office all next week, and he is not
sure of his schedule beyond that. He suggested we call him in a couple of weeks if we still desire a
meeting.
