Dear Jerry,
Mr. Ron Morrison with Kimley-Horn & Associates, Inc. has been reviewing
your technical report in reference to the above project, in fact we have
provided one turn around already. On February 24, 1989, we provided you
with the cost estimate for such review by Mr. Morrison on behalf of the
City of Coppell, being a minimum of $500 and a maximum of
$1000. Since then, on March 30, 1989, we received Mr. Morrison's
comments and provided you with a copy of it. We then received your
response to the March 30, 1989 letter on April 10, 1989. A copy of your
response was forwarded to Mr. Morrison for second review and we held the
resolution meeting yesterday.
As you and I discussed, Mr. Morrison's review has been of prior agreements
and/or determinations so the review can stand alone by itself since it has
just now been requested. (i.e. the current application under review.)
There was no intent to provide opinions on your professional work. When
the review is complete then the current file and applications will contain
all that is necessary to justify it's approval and be available for any
future audits etc.
As per you conversations with Shohre Daneshmand, it is our understanding
that you prefer to pay for such hydraulic review services in a lump sum,
waiting for the review to be completed. We accept your offer to provide a
check at the end of review, and ask that you provide us with a letter to
that effect.
As you know, we have retained Mr. Morrison's services for hydraulic
reviews, due to lack of adequate staffinG and in-house computerization
capabilities. Please note that as we have discussed, City does not have
any funds available for hydraulic study review, and as we have made you
aware, the applicant is asked to fund such review. If such funding is not
available, then a local review cannot be available.
~er your request, attached for your use, please find a copy of invoice
#04, provided by Mr. Morrison regarding services rendered through April
11, 1989 for the amount of $300 for the review of your development
proposal.
