Dear Mayor Brown:
As consultants to the Federal Emergency Management Agency and in response
to a letter dated June 28, 1982 from Mr. James R. Elium, III, former City
Administrator, regarding flood boundary adjustments in the con~unity, we have
evaluated the technical data and completed modifications to the Flood In-
surance Rate Map (FIRM), Flood Boundary and Floodway Map (FBFM), and Flood
Insurance Study (FIS). We are sending you two (2) copies of the preliminary,
modified FIRM, FBFM, and FIS for your community. We request that you review
the proposed modifications.
If you have any comments on the proposed modifications that might justify
modifying our results, please use one (1) copy of the enclosed maps to
identify the area of concern and return it to us within twenty-one (21) calendar
days from the date of this letter. If you should find no conflict with the
maps, please return one copy of each map with a letter stating you have reviewed
the accompanying material.
If you have any questions concerning the engineering aspects of the maps,

The endorsement request for revisions of the floodway boundary of your
]88-acre tract of land has been submitted to and reviewed by our engineers.
We are aware that, following submission of this request to the Federal
Emergency Management Agency, the floodway boundaries of this tract may
be revised. However, prior to approval of any development on this
particular tract, it would be necessary for the City to receive confirm-
ation from the FEMA and the Corps of Engineers that they have concurred
with your request, and that the FEMA maps have been amended accordingly.

We have reviewed the enclosed information, as per your request, concerning a
request for revising the lO0-Year floodway boundaries of the Cottonwood Branch
and Denton Creek.
Your endorsement of this request by the developer provides the Federal Emergency
Management Agency (FEMA) with documentation that the City is aware that the
request for these changes are being submitted, and the floodway boundaries may
subsequently be revised pending further reviews and studies performed by the
FEMA and the Corps of Engineers.
Prior to any approval given by the City for development on the 188-acre tract
of land, you should receive confirmation by the FEMA and the Corps of Engineers
that they concur with the request and that the FEMA ~aps have been amended,
accordingly.

Please find enclosed a submission package for request
of Letter of Map Amendment (LOMA) from the Federal Emergency
Management Agency (FEMA) in Washington D.C. The submission
package contains topographic and engineering data which defines
the lO0-year Water Surface across the above referenced 188
acre tract.
We are requesting from your office an official endorsement
for the Letter of Map Amendment. Normally this endorsement
would come from the City Manager's Office; however, since that
office is vacant, we are addressing your office. Concurrence
of your office would occur by signing on the cover letter of
the submission package.
Because of the time involved thus far in getting this
property properly mapped with respect to the flood hazard,
we are requesting your assistance in quickly expediting and
resolving this map change. Please send the endorsed package
to Worrell & Associates, Inc. so that we can proceed with our
official submission to Washington D.C. If we can provide any

Dear Sirs:
On behalf of our client, Mr. William E. Campbell, Ill, of CCS
Venture, we are requesting needed changes in the City of Coppell
Flood Insurance Maps published by the Federal Emergency Management
Agency (FEMA) dated August 1, 1980. Mr. Campbell's property
is situated on the northeast corner of the intersection of
Thweat Road and Coppell Road with a portion of the tracts lying
within the flood boundaries of the Cottonwood Branch and Denton
Creek, tributaries to the Elm Fork of the Trinity River.
The current Flood Insurance Study (FIS) was performed by the
Corps of Engineers, (COE), Fort Worth District with an effective
date of August 1, 1980. The topographic base for the study
was performed on USGS 7.5 minute quadrangle maps which were
enlarged to a scale of one inch equals one thousand feet. The
mapping is based on a 10 foot contour interval with several
cross sections of the stream course field verified.
The Worrell and Associates exhibit shows the area of flooding
at a 1 foot contour interval. We believe this exhibit more
accurately depicts the floodway boundary because of more accurately
determining the location of the topography. We are requesting
that the current floodway maps be amended to show the existing
flood in its proper location as determined by Worrell & Associates.
We are enclosing technical information to support our conclusion
that the current FEMA maps should be revised.

ownership.
2) Copy of the Corp of Engineers analysis for Floodway Limits
for Cottonwood Branch and Denton Creek.
3) Worrell & Associates Topographic Map showing field verified
floodplain.
We are requesting that you review the enclosed engineering data
and provide a Letter of Map Amendment and revise the flood insurance
rate map and floodway maps for this portion of Coppell. ~Your
prompt action on this request will be greatly appreciated, since
the area is vital in the overall development of Coppell. If we
can provide any additional technical information or answer any
questions, do not hesitate to call.
