In attendance with the City of Coppe11 were: Ms. Shohre Daneshmand, Civil Engineer Mr. Russell Doyle, City Engineer Mr. Steve Goram, Director of Public Works Mr. Richard Diano, Park Foreman Mr. Steven M. Morton, Chief of hand Development (part-time) Ms. Taryon Bowman, Planning & Zoning Coordinator (part-time) Also in attendance were: Mr. Kevin Peiffer, Ginn, Inc. Mr. Jerry Parche', Jerry Parche' Consulting Engineers 1. I explained to the staff members that new regulations of the U.S. Army Corps of Engineers for obtaining a Section 404 permit required that, if areas under jurisdiction of Section 404 are proposed to be filled as part of a reclamation project, then the flood plain storage depleted by the project must be replaced. I advised the City that, due to the financial hardship this requirement will impose on development of the Parks of Coppell property west of Denton Tap Road, if a Section 404 Permit is required, ABQ Development has asked me to explore the possibilities of creating additional flood storage on undeveloped park. property located in the Denton Creek flood plain near the project site. 2. I advised the City staff members that ABQ Development would provide compensation to the City if additional flood storage could be located on the park property. Appropriate compensation may consist of park improvements or monetary compensation. Also ABQ wishes to minimize impacts that the additionel flood storage would have in the park. ~2YOR COUNCIL DATE: - 6~! ~. I presented a work map we had prepared showing approximately 32 acres of park land north of Parkway Boulevard and east of Denton Tap Road that I thought may be available for regrading in order to provide more flood storage· The land is currently in the Denton Creek flood plain, undeveloped and mostly cleared of trees. Two lakes currently exist on the property. 5. Steve Goram and Richard Diano stated that a park grading plan was prepared in 1985. A Master Recreation Plan for this area was agreed to between Univest and the City Council in 1985. Mr. Diano indicated that he would get me a copy of the Park Grading Plan. 6. Steve Goram indicated that there was serious concern among the City Council regarding the amount of excavation being performed by Univest in the park property when this work was underway a few years ago. 7. Richard Diano will check with the Texas Parks and Wildlife. Department on whether a Parkland Conversion may be required to create more flood storage in the park. 10. 11. Mr. Goram and Mr. Diano indicated that park lands west of Denton Tap Road were not available for additional flood storage. They indicated that this area of the park is fully developed. Mr. Goram indicated that the City will need to know how any regrading on park property will affect the frequency of inundation. I indicated to the staff that the maximum amount of additional storage ABQ is seeking on park property is approximately 165 Ac. Ft. under 500-year flood conditions in Denton Creek. Richard Diano stated that the City asked Univest to install flap gates east of Denton Tap Road on drainage pipes located through high ground between the park property and Denton Creek. Prior to installation of these gates, Mr. Diano indicated that the park property was almost continuously flooded from high water in Denton Creek resulting from reservoir releases or runoff. -2- 12. 13. 14. cc: I suggested that since the park property was protected from minor floods in Denton Creek by high ground and flap gates on drainage structures between the creek and the park, the frequency that the park is flooded should not be impacted by excavation of park land to create flood storage for the 100- year and 500-year floods. City staff members also indicated that geotechnical studies should be performed to determine ground water levels in this area and the effects of the groundwater in any proposed excavation scheme. The project will need the approval of the Coppe11 Park Board. Mr. Ed Reeve is the current Park Board Director. Mr. Russell Doyle, P.E.
