Box 478 Coppell, TX 75019 Dear Mr. Ratliff: CONSULTING ENGINEERS ' [;"'/1 I met with Mr. Bill Johnson (the neighbor of Mr. Burley Wood) regarding the "floodplain problems" behind his house on Monday, June 6, 1988. The Problem: It appears the Developer (Bill Thompson for Creekview Estates) apparently sold Bill Johnson the floodplain property on the north side of Grapevine Creek without obtaining an easement for a sewer line to serve Creekview Estates. Mr. Johnson is very concerned that the placing of the sewer line will cause the banks of the creek to be eroded, thus his loss of property. He will not grant the necessary easement until Mr. Thompson agrees to construct a retaining wall or other suitable structure to prevent erosion. The Solution: Mr. Thompson's engineers have agreed to restore the sewer line construction site to its original condition or better to prevent erosion. However, they are not willing to spend big bucks on a retaining wall ($25k to $50k). The restoration appears to be a satisfactory solution from an erosion standpoint. The City of Coppell: The City of Coppell should let the two adjacent property owners resolve their common problem. The City should monitor the stability of the creek banks. If a problem develops during the next year ( or 1 year warranty period after construction) the City should require the Developer to remedy the erosion Droblem.
