Box 478 Coppe 11, Texas 75019 ,j Re: Proposed Floodplain Management Ordinance Dear Mr. Ratliff: I am writing this letter on behalf of the Coppell Developer's Council. We appreciate the manner in which you have accc~m~c~ated our request for a review process of the proposed ordinance. Your consulting engineers have been most co-operative and our joint efforts will result in an ordinance that prcmotes the health and safety of the ccx-~,,unity while still being realistic in terms of its impact on the business co~nunity. _Most of the major land developments in Coppell (Villages of Cottonwood Creek, Parks of Coppell, Riverchase, Vista Ridge) have floodplain related properties and have been involved in the review of the proposed ordinance. It has been gratit'ying to have your city engineers verify in our meetings that the process of flood reclamation used in these existing and in-process developments has been professionally done and is acceptable based on FEMA standards and the city's prior approvals under your existing ordinance. As I am sure you can understand, it is of Great importance to those developments which already have approved reclamation plans, and are in the process of implementing those plans, to be allowed to continue for~rd with their approved plans. For this reason, we strongly endorse your city engineer's reconm~ndation that the developments which have already received a FEMA conditional approval be exempted from the proposed ordinance and be governed by the ordinance in force at the time of approval. Although there may be other situations that also warrant exception, this general rule seems fair and Dractical. Absent such exemption, the proposed ordinance would bring severe penalties to some developments and result in a negative economic impact on your city. We have not yet Oeen able to see the final form of the ordinance. Assuming_ the city adopts the final recommendations we understand the city engineer has made on the exemption clause, the street elevation requirements, and drainage criteria, the Developer ' s Council supports the proposed ordinance. We respectfully reserve the right to review the final form of the ordinance.
