Deer Run-CS001114November 14, 2000 Mr. Phillip Flink, Field Development Mgr. Ryland Homes Three Metro Square 12200 Ford Road, Suite 400 Dallas, Texas 75234 Dear Mr. Flink: I have received several calls from the construction fn'ms who installed the water, sewer, paving and drainage work in the referenced addition asking why final acceptance has not been granted for the work that they did. On May 30 of this year a final walk-thru was done and all of their punch list items were completed shortly thereafter. Issues beyond the construction firms control and not anticipated by any of us, did arise during construction of the public portion of the project. A mutually agreeable resolution was reached on these issues and work continued. In the spirit of cooperation, a recommendation to release building permits was made to Mr. Greg Jones, Chief Building Official, on June 21, 2000. This was done with the assurance from you that work would continue on all the outstanding issues. Eventually all matters were resolved except for two: installation of the sidewalk along Coppell Road and fine grading of the borrow ditch along Coppell Road. The sidewalk, except for the portion crossing the borrow ditch, was completed in early August. Also some grading and sodding was done in the borrow ditch. On August 21s~ I spoke with you concerning the completion of the sidewalk along Coppell Road. I have enclosed a copy from my project dairy documenting the conversation we had. I indicated to you that you should submit a plan to the City of Coppell Engineering Department showing how the sidewalk would be constructed. Also certain recommendations were made concerning the plan. The next thing I know the sidewalk is installed and as far as I can determine, no plan was submitted for approval. The way the sidewalk has been constructed is not acceptable. 255 PARKWAY 1~ P.O,I=IOX 478 1~ ¢OPPELL TX 75019 ,JrTEL 972/462 0022 * FAX 972/304 3673 I have taken some pictures that reflect that the borrow ditch is still ponding water and the sidewalk appears to be unsafe and blocking the drainage. Please call me at your earliest convenience so that we may finally bring this project to a successful conclusion. Sincerely, Construction Inspector cc: James Harington, P.E.
