Our review has been completed principally to determine general compliance with the City's Floodplain Management Ordinance. Follwing are comments on this review. We did not receive the requested plat to compare finish floor elevations with stipulated requirements; however, the Table 4 of the report includes recommended elevations which are in compliance. A comparison of water surface elevations indicates increases extending beyond the project limits. We agreed in a meeting at your office with John Karlsruher, Shohre Daneshmand, and Dennis Johnson that, with proper justification, increases may be accepted in the project reach; however, the acceptability of such increases does not extend off-site. Therefore, ,. either a variance request must be made or other provisions made to correct or justify (to the satisfaction of the City) these off-site increases. It may simply be a matter of modeling technique, so at this point I do not believe the apparent increases should stop the platting process. However, construction plans should not be approved before this issue is worked out. ; As noted in the report, velocities are higher than what can be considered non-erosive at several locations. If the City believes the justification for not improving/correcting velocities is acceptable (see pages 5, 6 and Building client relationships since 1967 " L[ L~,.~.:.;L :...i.,'£,",~'~- L~"'~. ~'.'.'.'.'.'.'.'.~j ..',~.
