There is a strong likelihood that the property owners of; Oakbend Estates will be included in a Special
Assessment District described below to reimburse the city for costs associated with the installation of
underground utilities along a short segment of; W. Sandy Lake Road.
To insure such improvements cover the majority of; W. Sandy Lake Road for more than a just a short
distance it will be in the best interest of your members to participate in this petitioning of the city.
Please circulate a document similar in style to the attachment to the members of the Oakbend Estates
HOA for final submittal to the city and copy the sender.

Time is of the essence, construction of the overhead utilities along W.
Sandy Lake Rd., is about to resume.
This letter is also being distributed to all the HOA’s bordering; W. Sandy
Lake Road.
One hundred and three residents of Summer Place and owners of
neighboring properties along W. Sandy Lake Road have presented the City
of Coppell with a Petition (see attached).
A law suit has been filed against ONCOR and a; TRO (Temporary
Restraining Order), was issued by the court, halting W. Sandy Lake Road
construction. In doing so, ONCOR and the city have been prevented from
the further destruction of anymore trees along W. Sandy Lake Road and
erecting more unsafe, unsightly black poles and cables, forcing thecity to
place the local utility services (this does not include the High Tension Lines
on the south side of the road), underground along that section of the
roadway from; the westerly property line of the Weichert, Realtors, to a
point 300 feet west of the; Summer Place subdivision.
This means the utilities would resurface at the rear of the Anderson
property (100 Cottonwood Dr.), and continue west past Cottonwood Drive,
all the way to Hwy 121 with an above ground installation similar in
appearance to what is there now, a utility installation reminiscent of the
1930’s, unattractive and unsafe.
In filing this law suit it was learned that it is not the responsibility of the
utility company, in this case ONCOR, to cover the cost of burying utilities,
such responsibility actually lies with the City of Coppell.
Once the TRO was issued the city got involved and our efforts thus far
have produced a verbal agreement whereby the city will initially pay for
such improvements and create a; “Special Assessment District”, comprised
of the properties along W. Sandy Lake Road, (which will in all likelihood
include the properties of; Cottonwood Estates and the subdivisions to the
east and west), to pay for such improvements over an extended period,
possibly as long as 10 to 20 years. At this juncture we are waiting for the
city to make such arrangements.
If you and you neighbors would like to see the utility poles and related
equipment along your stretch of W. Sandy Lake Rd., placed underground,
please join us in our efforts to force the city to continue the underground
installation to a point west of; North Coppell Road near the big equipment
installation on the northwest corner. Such an underground utility
installation would dramatically improve the safety aspects and esthetics
along our community roadway.
Attached: is a “Sample” of the petition signed by; 103 Summer Place
property owners, initiating the progress we are experiencing at
present. Try to have as many adults at each residence sign your petition.
To achieve an impression on the city consider the following
procedure. Upon completion of the circulation of your petition to your HOA
members attach such to a letter, issued by your HOA management and
forward same via email to the attention of;
