Sandy Lake Rd. intersection; Parkway Blvd. extension has already been considered and rejected by the City and will not be considered again; Split alignment has some appeal aesthetically, but requires too much additional right-of-way; The City prefers Option 3, but believes alignment not being parallel to gas easement may have an adverse impact on development and could, therefore, be unacceptable to owner/developer; The City’s second preference is Option 2 and believes this could be an acceptable compromise between the City & the owner/developer’s interest; The City might consider Option 4 if an agreement with owner/developer cannot be reached on Option 2 or 3. Existing Gas Pipeline oInitial evaluation indicates a potential conflict (or project control) with the elevation of the existing gas line. oTNP will pothole (Level-A SUE) 24” gas line to determine as-built elevation and evaluate impact. oCurrently, it is anticipated that the conflict could create a significant fill condition for the finished roadway grades, which in turn could add costs to the project as well as create additional issues for access for adjacent development. oOptions could include lowering the line to eliminate (or reduce) the conflict. Page 2 Access Points, Median Openings, turn lanes oTNP & City will discuss a strategy for determining access & median openings as the project progresses. Roadway Section oThe proposed typical section is a 6-lane divided roadway. 3-12’ driving lanes (37’ B-B) each direction separated by a 16’ median. oThe initial design will include the construction of all six lanes. oTransitions in the roadway section will be required at both W. Sandy Lake Road and at SH 121 to accommodate the future intersection configurations. Span-wired signal modifications at SH121 will be appropriate until the ultimate SH121 widening improvements are constructed. oThe pavement transition at SH121 should be designed to accommodate the proposed widening of SH121 (currently scheduled for 2019). Coordination will be required with TxDOT to determine the appropriate limits (& grade) of the permanent concrete pavement. Trail oA 10’ trail will be constructed along the west side of roadway in a 20’ trail easement. oThe trail easement has not been dedicated. Drainage oThe City anticipates the culvert crossing will ultimately be a closed system across the downstream development, although a master land use plan has not been formally submitted by developer. oMinimum culvert height should be 4’. Action Plan (Next Steps) oCITY The City will schedule meeting with Owner/Developer and his Engineer ASAP to discuss alignment Options 2, 3 & 4 (which will be re-numbered Alignment Option 1, 2, & 3, respectively). oTNP TNP will determine elevations of existing gas line (Level-A SUE) and evaluate impact to drainage and subsequent road design. TNP will review drainage conditions at Coppell Road North and the impact that might have in the design of FPN. TNP & City will continue coordination with TxDOT regarding connection grades at future SH 121 frontage road. Results oMeeting has been scheduled with Victor Zepeda for 08/09/2012 to discuss Alignment Options 1, 2, & 3. FPS – FREEPORT PARKWAY (RUBY ROAD TO W. SANDY LAKE ROAD) TNP PM - KYLE BENNETT, P.E. General Discussion/Status st The City has targeted construction to begin in the 1 quarter of 2013; o Any trees removed on the Amberpoint Business Park development will likely require replacement in o order to satisfy landscape ordinance (TNP to verify initial requirements & compliance); TNP recommended increasing the storage length for the left-turn lane on the northbound approach to o W. Sandy Lake Road. Proposed Roadway Cross-Section The current plans indicate varying lane configurations for the west side (i.e. outer two lanes at o north/south end of project and inside two lanes north of the bridge); Page 3 TNP will propose a solution that would allow construction of the outer two lanes throughout the o project w/o the need for additional ROW at Amberpoint Business Park. The City staff recalls that the existing 20’ hike & bike & utility easement was provided in lieu of the full right-of-way to help address building setback issues. The City is agreeable to place back of curb near or on existing ROW; and if necessary, modify the travel o lanes (12’, 11’, 12’). Current trail location does not account for ultimate roadway cross-section. TNP will modify trail o horizontal & vertical alignment based on ultimate/new roadway cross-section. Bridge The northwest corner of the north abutment is currently jutting out over the existing channel bank. o Retaining walls are currently proposed to address this situation. TNP will review the proposed layout of the bridge and abutment in regard to the existing stream o alignment, and evaluate options for revising the proposed layout, including: Lengthening the bridge span to the north Re-grading the upstream channel to provide for a smoother and more direct transition to and through the proposed bridge opening TNP to confirm the sight distance for the Alexander tract driveway, just north of the bridge. o TNP proposed addition of Gabions upstream of bridge for erosion protection. Gabions are an o acceptable alternative to the City for erosion control/bank stabilization. Current freeboard is slightly less than required 2’ above adjacent FIS base flood elevation or ultimate o design base flood elevation. As currently proposed the low chord of the bridge is 2.5’ above FIS base flood & 1.7’ above ultimate design base flood. However, this freeboard is acceptable to the City since the roadway profile elevation is several feet above the base flood elevation. 10’ trail required on bridge. o Construction costs for trail/bridge need to be separated out as Parks department has funding available. Costs shall include all railing and/or retaining walls associated with the trail. CLOMR o TNP is in the process of addressing K-H review comments. Upon initial review of the comments, no items appear to require significant changes. The CLOMR resubmittal will remain using MapMod preliminary data as the baseline. TNP contacted FEMA and confirmed that preliminary data is acceptable, if approved by the community and the CTP (Halff) Driveway/Medians TNP presented & discussed modifications to the following driveways and median openings: o Alford Media tract TNP expressed that the location of median opening & driveway as currently proposed - does not work due to the close proximity to the bridge and required transition length from the 3.5’ median width (across bridge) to the 16’ typical median width. TNP recommended moving driveway to south (near south property line) which may - require the construction of a lengthy transition back to the existing driveway alignment. The City pointed out that the additional median width provided by the interim - construction of only the outside two lanes, might allow for a median opening and driveway at the existing location on the Alford Median tract. This would defer the need to address this issue until the ultimate 6-lane section is constructed. The City/TNP will meet with the property owner and discuss this issue before giving - final direction. Page 4 Alexander tract The City confirmed that the new driveway, median opening & left-turn lane for this - tract are to be constructed as part of this project. TNP expressed concerns about the location of the existing driveway on the south end of - the tract in regards to its proximity to the proposed median opening for the future driveway on the north corner of the tract. TNP’s concerns relate to the potential for vehicles traveling southbound to cut o through median opening (counter to traffic flow) in order to access the existing driveway rather than crossing the bridges and making a U-turn back to the north. The City anticipates that this tract will redevelop very quickly once project is started - and that this concern would be minimized or eliminated. Hardman & Sorokwasz tracts TNP proposed options for reducing the length of the proposed median opening by either - combining the driveways for these two tracts into a double drive, or moving the driveways closer together. The City does not allow combined driveways for residential and commercial use, which - prohibits the construction of a double driveway for these tracts. Mr. Hardman has bushes along his north property line that he does not want removed. - The City & TNP will continue to discuss options for these driveways and median - opening. The City will also meet with Mr. Hardman to discuss possible options, and give - consideration to whether or not a driveway should be built for the Sorokwasz tract as part of this project. Water Line Alignment TNP recommended revising the proposed water line alignment by shifting it to the west side of the 20’ o hike/bike & utility easement. The City concurred that the water line should not be installed under the proposed roadway pavement. o Trail Alignment & Profile TNP will modify horizontal & vertical alignment to match ultimate roadway section and profile grade. o Action Plan (Next Steps) oCITY The City/TNP will meet with the property owner of Alford Media tract before giving final direction to TNP regarding median opening & driveway. The City will meet with Mr. Hardman to discuss revisions to his driveway configuration before discussing options w/TNP for reducing proposed median opening at this location. oTNP TNP will redesign proposed roadway alignment and profile to: reflect typical roadway cross-section sloping to the outside curb; facilitate the initial construction of the outside 2 lanes; and keep proposed improvements within the existing right-of-way along the Amberpoint development. TNP will redesign trail horizontal & vertical alignment to be compatible with the ultimate/new roadway cross-section. TNP will evaluate options for bridge design to: accommodate 10’trail width address issues (concerns) related to the NW corner of the north abutment Page 5 address issues (concerns) related to the channel lining/bank stabilization/erosion protection through the bridge section and channel transitions upstream & downstream TNP will confirm the sight distance for the Alexander tract driveway, just north of the bridge TNP will revise water line alignment to shift this line outside of roadway pavement limits. WSL B2 – W. SANDY LAKE ROAD B2 (S. COPPELL ROAD TO DENTON TAP ROAD) TNP PM – ANDREW LUCE, P.E. General Discussion/Status The City has made a commitment to the citizens of Coppell to have this project under construction in o 2012. Many of the franchise utilities have already relocated or are in the process of relocating. o Overhead power pole relocation by Oncor has been halted temporarily due to legal issues with some o property owners along the north side of the roadway regarding tree trimming and/or removal. The City has sent a demand letter to Oncor requesting them to continue with relocation effort in order o to clear right-of-way for project. The City anticipates bidding the project as soon as they see indications that Oncor has resolved the o issues over the trees and is proceeding with their relocation efforts. The timing of this is currently unknown, but could happen at any time. If they cannot reach a resolution in the near future, the City will consider bidding Segment B1 ahead of B2; or both together. Keith has an Atmos submittal showing the relocation of their lines through the Segment B2 portion of o W. Sandy Lake Road that he will send to TNP. Significant Design Modifications Adjustments to Roadway Profile Grade o TNP has field verified the elevation of the existing 24” gas pipeline at its crossing of W. Sandy Lake Road and is proposing adjustments to raise the roadway profile grade in the vicinity of the gas pipeline. This profile adjustment is necessary in order to provide the minimum required cover (clearance) over the pipeline. TNP is also proposing other minor adjustments in the roadway profile grade between Summer Place and Denton Tap Road to: insure that positive drainage is maintained and/or provided to & from adjacent properties to provide more cover over the proposed sanitary sewer line in certain locations to improve transition to/from side streets (better match existing grade). The City cautioned TNP to consider the coordination, work and efforts that have previously been made in order to address specific drainage issues and/or concerns on adjacent lots. TNP will review cross-sections carefully and discuss again with the City before finalizing the profile grade, particularly in the specific areas of concern highlighted by the City. The City also expressed concerns about creating new conflicts with franchise utilities that have already relocated their facilities. Realignment of Storm Drain Line ‘F’ o TNP presented concerns about the constructability of portions of this line because of its proposed proximity to the existing & proposed sanitary sewer line. Page 6 TNP presented & discussed an option to shift this line from the north side to the south side of the roadway. TNP noted that this new alignment would necessitate one conflict manhole to resolve a grade conflict with the existing & proposed sanitary sewer. Although a conflict manhole may be acceptable (not necessarily desired) to the City, the City will want more detail and a better understanding of the issues and possible solutions before agreeing to the construction of a conflict manhole, including an assessment of cost savings, if any, that might result from a redesign/realignment of Storm Drain Line ‘F’. The City expressed concern regarding potential new conflicts that might be created for franchise utilities and cautioned TNP to confirm the location of the Atmos gas line, in particular, before considering this alignment shift. The City also expressed concern about the construction sequencing and the ability to handle drainage from the completed Phase 1 north side lanes if the main portion of Storm Drain Line ‘F’ was not built until Phase 2. The City also pointed out that the current alignment allowed for the construction of SD Line ‘F’ without posing a safety concern, while maintaining traffic on the existing pavement during the Phase 1 construction. Additional analysis is required by TNP to validate this option; therefore, TNP will continue to evaluate alternatives for addressing the constructability issues of this storm drain line and present those to the City before making any modifications. Trail Alignment & Profile TNP will evaluate horizontal & vertical alignment of trail to meet TDLR requirements and to determine o if there is a need for additional retaining walls. The City is pursuing a trail easement for the seven properties in the Georgian Place development in o order to facilitate the preservation of trees by constructing the trail outside the right-of-way. If they are not successful in negotiating the acquisition of these easements for the trail to be placed in this area, the trail will be moved into ROW resulting in several trees being removed. An easement for the trail has been acquired from Verizon for the trail construction across the General o Telephone of the Southwest tracts to the east of Georgian Place. Removal of Oncor’s Transmission Poles & Overhead Lines The City confirmed that they are working with Oncor to approve an agreement for the removal of o Oncor’s existing transmission poles and lines. These poles will not be relocated at this time, but may be reinstalled at a future date in a location o agreed to by the City. If the future installation of new poles creates a conflict with the existing 24” WL, the 24” WL will be o adjusted/relocated at Oncor’s expense. No relocation of the 24”WL in order to accommodate the future Oncor pole installation will be included o in this project. Adjustment/Lowering of Existing 24” Water Line TNP noted that there appears to be least one, perhaps 2-3 locations of conflict between the proposed o storm drain and the existing 24” water line. It appears from as-built plans that the Storm Drain Line “G’ crossing of the existing 24” WL will require the 24” WL to be lowered. The City is willing to lower the 24” water line where required on Storm Drain Line ‘G’. o Page 7 TNP will continue to evaluate other potential conflicts and work to find solutions, where possible. o Construction Sequencing/Traffic Control Plan Modifications to the construction sequencing/traffic control plan will be necessary in order to address o the vertical separation between the existing roadway and the proposed pavement grades to the north during the Phase 1 construction. This will likely require temporary pavement and/or the installation of a CTB along portions of the project. Additional Tree Removal The City has already removed most of the trees that were identified for removal with this project. o The City acknowledged that other trees may need to be removed, but that TNP should attempt to o minimize any additional tree removal as much as possible. TNP will continue to evaluate the design of the trail, roadway & storm drain to minimize tree removal. o Intersection Improvement Design for Denton Tap Road The City has prepared plans for intersection improvements at Denton Tap Road which will be o incorporated into this set of plans. The City has previously sent TNP sheet numbering & naming, as well as pay items & quantities for these o improvements. Action Plan (Next Steps) oCITY The City will send to TNP the Atmos submittal which shows the relocation of their lines through the Segment B2 portion of the W. Sandy Lake Road project. oTNP TNP will review cross-sections carefully and discuss again with the City before finalizing the roadway profile grade, particularly in the specific areas of concern highlighted by the City. TNP will perform additional analysis of storm drain Line ‘F’ design to evaluate alternatives for addressing the constructability issues of this line and present those to the City before making any modifications. TNP will evaluate horizontal & vertical alignment of the trail to meet TDLR requirements and to determine if there is a need for additional retaining walls. TNP will continue to evaluate the design of the trail, roadway & storm drain to minimize tree removal. WSL B1 – W. SANDY LAKE ROAD B1 (N. COPPELL ROAD TO S. COPPELL ROAD) General Discussion/Status The City has anticipated bidding this project shortly after Segment B2. However, if Segment B2 o continues to be delayed by the current hold on Oncor’s Segment B2 utility relocations, this Segment B1 Page 8 project could possibly move ahead of Segment B2, or the City could decide to bid & construct both concurrently. The City currently has relocation plans from Atmos for this project and will provide those to TNP for o review & information. The City has not received right-of-way documents from TNP for the property on the southwest side of o the bridge. This is the only remaining right-of-way parcel to be acquired. Retaining Wall Design The current geogrid tie-back system will not be feasible in some areas due to right-of-way limits o and/or conflict with existing improvements. TNP will evaluate various alternatives such as soil-nail wall systems & block systems (including the o large blocks similar to those being considered for the Alex Canal repair project). The City would like the proposed wall system to match (or compliment) the nearby modular block o walls, if possible. 24” WL Conflict at Proposed Bridge The proposed bridge currently conflicts with the 24” WL on the south side of the roadway. Possible o solutions include: Relocation of the existing 24” WL to the south, around the bridge. Narrowing the bridge section (reducing median width) to eliminate conflict and provide proper clearance for maintenance of the water line. Action Plan (Next Steps) oCITY The City will provide TNP with Atmos’ relocation plans for review & information. oTNP TNP will provide the City with right-of-way documents for the property on the southwest side of the bridge. TNP will evaluate various alternatives such as soil-nail wall systems & block systems (including the large blocks similar to those being considered for the Alex Canal repair project).
