W. SANDY LAKE RD PHASE B1 (N. COPPELL RD. TO S. COPPELL RD.)
TNP presented a revised roadway alignment
Alignment will shift the south side of the bridge 4 feet to the north away from the existing 24” water
o
line which appears to be on the right-of-way line according to record drawings. This revised alignment
reduces the width of the proposed median through the bridge section from 16’ (back of curb to back of
curb) to 12’ (back of curb to back of curb)
The revised horizontal alignment appears to eliminate the need for right-of-way taking from the
o
property at the southwest corner of the bridge (10 Winding Hollow Lane). TNP will confirm and advise
the City. A slope easement will still be required from this property for the roadway embankment on
the west side of the bridge.
The City prefers the revised alignment. TNP will define the limits of the slope easements (and impact
o
to private property/improvements) for 10 Winding Hollow Lane as well as the other slope easements
associated with the bridge/roadway embankment. The City will consider whether or not these slope
easements need to be acquired as permanent easements and advise TNP accordingly.
TNP informed the City that Level A SUE potholes may be required to confirm the exact location of the
o
existing 24” water line. TNP will evaluate further and advise.
Even with the shift in alignment to the north, portions of the 24” water line will still be under the east
o
abutment of the bridge. However, if the bridge can be constructed without a direct conflict with the
24” water line, the City prefers not to relocate the 24” water line with this project.
Retaining Wall
Options for the type of retaining wall construction and wall materials are still being explored and will
o
be presented to the City shortly at a future meeting. An option for a segmented-type block wall such as
the Diamond-Pro product by Pavestone with structural backfill may meet the limited excavation
requirements needed.
Any option other than a cast-in-place structural wall will restrict the placement of utilities behind the
o
wall.

Miscellaneous
The City confirmed that the existing 8” water line through this section is to be abandoned with this
o
project.
The City has sent the latest plans to the utilities for them to begin their relocation process.
o
TNP believes that the roadway profile grade is good, but will confirm and notify the City if changes are
o
anticipated.

W. SANDY LAKE RD PHASE B2 (S. COPPELL RD. TO DENTON TAP RD.)
TNP presented a revised roadway profile and cross sections
TNP will contact Atmos Gas and confirm that the proposed grades over the existing 24” gas line meet
o
their criteria and are acceptable.
The revised roadway profile adjacent to Summer Place is slightly higher than the previous submittal.
o
TNP will field verify that that positive drainage is being provided for the lots east and west of Summer
Place. If necessary, a slight lowering of the proposed roadway will be made to provide positive
drainage.
City directed TNP to install tree wells if necessary to preserve the two most western trees in the
o
northern parkway of Sandy Lake Rd. in front of 101 Summer Place.
TNP has lowered profile to provide positive drainage from right-of-way line to street in front of 101
o
Oak Trail, but doesn’t allow for any additional improvement to existing grades on driveway and lot
without improvement by property owner. City suggested placing a curb inlet west of the driveway for
101 Oak Trail to provide a connection point for a private drainage system if the property owner chooses
to install one in the future.
City asked TNP to confirm and tie-in if necessary the location of the driveway on Oak Trail for 100 Oak
o
Trail and re-evaluate the location of the driveway and configuration to create distance from the curb
return to W. Sandy Lake Rd.
City of Coppell provided plans for the Bellacere Addition
TNP will coordinate with the developer’s engineer regarding the proposed improvements and revised
o
profile grades along W. Sandy Lake Rd.
The traffic signal design at Whispering Hills Drive will need to be modified to add the fourth mast arm
o
and signals on the south side of intersection if the Bellacere Addition is built.
Storm Drain Alignment Modifications
TNP is still working on modifications to the proposed alignment and configuration of storm drain line
o
‘G’ and connections to storm drain lines ‘F’ and ‘H’. A new configuration eliminating the junction
boxes at the connections points to storm drain lines ‘F’ and ‘H’ will be presented to the City at a
future meeting.

It is acceptable for TNP to place a riser above storm drain line ‘F’, ‘G’ or ‘H’ to provide access and
o
maintenance instead of the large junction boxes.
City is open to extending SD Line ‘H’ to remove need for handrail at headwall.
o
City stated that they had problems with trench settlement on previous projects. Due to proximity of
o
storm drain line ‘F’ to north curb line of Sandy Lake Rd., TNP will coordinate with City to determine
appropriate embedment material and filter fabric.
Subgrade
TNP presented City with original geotechnical report indicating that the subgrade through Segments B1
o
and B2 should be cement stabilized rather than lime stabilized.
City stated that in their experience and knowledge of previous projects in that area, lime stabilization
o
was required.
TNP will include pay items and quantities for both lime and cement stabilization with an explanation in
o
the project specifications that it is the City’s intent to run a lime series test on the subgrade prior to
stabilization to confirm which material shall be used.
Earthwork
City related issues encountered in the construction of the previous phase of W. Sandy Lake Road
o
regarding the earthwork quantities. Although the project hand an overall excess of material, due to the
sequencing of construction there was not enough excess material to complete the embankment in the
initial phase. It is anticipated that the same scenario will occur with this project and should be
addressed.
TNP will include a line item for borrow or will address clearly in the specifications that borrow material
o
will be required for the initial phase of construction and that excess material will require haul-off
during subsequent phases.
TNP will generate earthwork quantities by each phase of construction to confirm.
o
Easements
City will provide TNP with easement agreements with GTE for the trail construction across their
o
property (located east of Georgian Place Addition)
City will contact TNP if possible trail easement documents are required for the Georgian Place Addition
o
lots that are adjacent to W. Sandy Lake Rd.

during the initial phase, and a net cut in subsequent phases.
