As per your request, I provide my general comments listed below, followed
by my recommendation on the above proposed activities.
General Comments for Anv Type of Work in Floodplain Areas:
- As per the Floodplain Ordinance #87390, Article 5, Page 28,
"All drawings for work within floodplain management area
shall be certified by a registered engineer, architect or
surveyor ."
- A floodplain development application must be filled out and be
submitted to engineering for evaluation and consideration of
approval.. (See attached)
- The City be furnished with a "Hold Harmless" letter to
indemnify and hold the City harmless from any damages resulting
from such activity.
- Encroachments are prohibited within designated floodways,
including fill, unless certified and technical data shows no
rise in 100-year floodwater elevation.
Specific Comments:
- The document provided to staff for review is insufficient.
- The proposed deck must be above 100-year water surface
elevation. The document submitted does not provide a sideview
of the deck to assist staff in such elevation determination.
- There shall be no skirting and no enclosure, along sides of the
deck.
- The area under the deck shall not be used as a storage space.
,j - The proposed poles be at least ten (10) feet apart, and
adequately anchored to prevent flotation, collapse or lateral
movement of the structure.

- It is important to note that Grapevine Creek adjacent to above
lots is identified as a critically eroded area. (See attached
map) Any development activities along this portion of the
Grapevine Creek is discouraged until such time that corrective
measures are taken to minimize erosion.
- The foundations of the proposed pole be constructed properly
and deep enough in case of having unstable soil.
In conclusion, staff has no objection to the proposed deck at 166 Bethel
Road, as long as above related comments are addressed accordingly. Please
note that the wooden deck in the back of 150 Bethel Road has already been
substantially constructed, and the provided document (blue grint) for this
site was not sufficient for staff's evaluation. However, if our comments
made earlier are addressed, we have no objection to said deck at 150
Bethel Road.
