RE: Proposed Stairs in Floodway
Creekview Addition/252 Bethel Road
As requested we have reviewed the attached document you had forwarded to the
office, in reference to the above request. I also conducted a site
investigation. In general, we do not have any objection to the proposed stairs,
as ]cng as t]]~ following documontn are providnd:
- A plan showing the exact location of the proposed structure as it
relates to the existing retaining wall, and the lot. We were unable
to make a determination based on submitted document as to the
structure's dimensions, etc.
- As-built surveys certified by Registered Public Surveyor, upon
completion of the project.
- Comp].y with the City of Coppell Floodplain Management Ordinance
(FMC) #87390. Tile attached floodplain development permit form needs
to be completed and returned to Engineering Division.
- As per the FMC #87390, encroachments are prohibited within
designated floodways including fill, etc. (copy attached). However,
there seems to be a minimal amount of fill necessary for
construction of referenced proposed stairs and we, therefore, have
no objection.
- The property owner/applicant must provide a "}{old Harmless" letter
to the City, and basically state that he/she (the property owner)
will keep the floodway easement traversing or adjacent to his/her
property clean and free of debris, silt, and any obstacle which
could adversely ~mpact and result J n increase of flood levels. Said
"Hold Harmless" letter must also state that the applicant(s) will
~_ndemnify and hold tho City of Coppell harmless from any damages
resulting from this ;]ctivity.
Please note that as per the City-Wide Storm Water Management Study, the Grapevine
Creek has experienced severe erosion downstream of Denton Tap Road. (See
attached Page VI - 3,4,& 5 of the report). Staff is generally concerned with any
activity in floodplain and I strongly recommend.that Building Inspection Staff
and Engineering Staff discuss this issue in more detail. It is our intend to
assist you in any way possible, but unless we revise the related ordinances and
reports, it is our responsibility to assure compliance to said regulations.
