Dear Mr. Doyle:
We have been asked by Mr. Roy Brock and Metroplex Retaining Walls, Inc. to
review a proposed encroachment into the drainage easement for Tributory #3
in the Creek View Addition. The proposed wall is to be constructed on Lot 24,
Block B and will encroach into the easement by approximately 3 feet based on
the data supplied by Metroplex Retaining Walls, Inc. This proposed encroach-
ment (near cross-section #3.0) will not have any significant hydraulic impact
since it will still be located outside the floodway easement as established
in the Floodplain Reclamation Study dated August 1987.
The maximum floodplain elevations in this area are actually controlled by back-
water from Grapevine Creek and therefore will have no impact on maximum flood
levels.
It should be noted that there is an existing 15 feet wide drainage easement
located between lots 24 and 25. Any wall construction into this 15 feet easement
cannot be allowed to block flow or result in pending in this easement. It will
be the contractor's responsibility to insure that this 15 feet easement is not
adversely impacted by the wall construction.
Based on the preceeding comments and pending approval from the City of Coppell,
we feel the proposed wall can be constructed as shown on the drawings. Please
call if you have any questions.
