Cree~iew Estates ownemhip has, through our office, submiEed FEMA documents and received City authorization to begin and complete those fill oper~ions ~nsistent wEh approved plans. Each builder purchasing lots is informed of the criteria and limi~ of fill that may be placed on any pa~ic- ular lot and the limits of fill are staked for the buildem. It should be noted that fill operations consistent with the FEMA submiffal are predominantly above the Grapevine Creek channel. You noted some neighborhood concern regarding fill of lot 4 of Block B. The FEMA approved fill eleva- tion on this lot is outside of the normal channel and some 15 to 20 feet back from the top of the channel. Obsewation of the debris line from the high water ma~ upon a visit to the properly the day after the re- cent heaw rains, as well as pemonal o~ewation of the lot owner, shows that water did not even roach the FEMA fill area. A site visit, along with photographs taken by our office, show that on May 17 (the morning after the heaw storms) the creek had su~ided and in fa~ the owner of Lot 4, BIo~ B, had sustained some loss of land. Any effo~s on the pa~ of the lot owner to stabilize his eroded bank after the sto~ would have in no way influenced upstream flooding during the storm. Any fu~her inquiries regarding individual lot ownem' effoffs at erosion control or bank stabilization should appropriately be dire~ed to the prope~y owner.
