Runway Expansion of I OL/34R
Y/~ 1. 5,000 feet east of others
~ 2. Master planned July 1 g73 as "Executive" Jet runway
for "Executive Jet Terminal Complex".
3. These are interesting observatiormn light of
findings by the airport staff that:
a) "Corporate aviation can exist within existing
airport capacity."
b) "General Aviation is not desirable or
warranted for new runway construction."
c) "Commuter aircraft that DFW serves today are
obsolete or obsolescent."
d) Airport studies indicate "by the year 2010 of
all traffic projected 85)[ will be Air Carrier &
only 15% will be Commuter."
IIlI Recommendations
A. To address noise--
1 ) recommend installation of a Permanent Noise
Monitoring System to correlate date between Tower and
monitoring devices. This will enable accurate detection of the
offending Air Carrier by event detected. Cost is about Ii 1.5
Million, but surely the "premier" airport in the nation can excel in
this endeavor.
2) Adoption of Noise Abatement Procedures--
certainly the projected figures indicate that DFW has reason to
begin implementing such a mandatory procedure.
B. To address Overflights--
1 ) Implement tighter corridors for arrivals and
departures within the expanded Terminal Control
Area.
2) Focus on solutions to overflight situations by Love
and Dallas NAS.
Utilize Permanent Noise Monitoring System to
Identify offending air carrier and press for
enforcement of FAA violation.
C. To address Departure/Arrival problems--
1 ) Press for the implementation of Standard
Instrument Departures as a matter of procedure at
DFW.
2) Press for flight path enforcement by FAA.
~/z ~__~) Ensure that all arrivals intercept the localizer
outside the outer marker in IFR & VFR conditions.
D. To address Runway Expansion--
1 ) Express concerns about deviations from master
plan regarding type of (Commuter vs. Executive Jet)
runway and intended use.
2) Express concerns for departures of traffic using
16L/3~IR--i.e. early turnout of commuter type aircraft.
3) Express concerns about expansion of any runway
longer than §,000 feet.
E. General Recommendations--
1) Negotiate vigorously for recommendations A, B, &
C above because I fully expect recommendation D
above to fail.
2) Let's be cautious about jumping into a fight. A
Consultant may be helpful to Coppell, but keep in mind
that each city has its own unique airport problems and
as Irving's needs get met and Grapevine becomes
appeased--Coppell may be in it alone. Also, litigation
has the same pitfalls with even greater expense.
Litigation is not the answer, and the use of it will close
the option for negotiation with DFW. The city of
Southlake learned much in this regard.

DALLAS-FORT WORTH TOWER/TRACON LETTER TO AIRMEN No. 87-1
SUBJECT: INFOP, W~L RUN~WAY USE PROGRAM- DFW AIRPORT
CANCELLATION: November 12, 1989. This Letter to Airmen is a reissuance of
Dallas-Fort Worth Tower Letter to Airmen No. 85-1 and cancels and supersedes
that letter.
To reduce turbojet aircraft sound exposure to residential areas adjacent to DFW
Airport informal runway use procedures are normally utilized as described in
this Informal Runway Use Program.
PROC ~ URES
I. Parallel Runways 17L/R, 18L/R, 35L/R, and 36L/R
· A. Visual Flight Condition~
1.Departure Aircraft are assigned runway heading until
leaving 4,000 feet MSL.
2. Arrival Aircraft are vectored to the final approach course
no closer than four nautical miles from the runways.
B. Instrument Flight Conditions
1. Departure Aircraft 17L/R are assigned 170' amd 18L/R 185°;
35L/R 360' and 36L/R 345' until leaving 4,000 feet MSL.
2.Arrival Aircraft are vectored to the final approach course
no closer than eight nautical miles from the runways.
II. Diagonal Runways 13L/R and 31L/R
A. Visual Flight Conditions
1. Departure Aircraft 13L are limited to B727 or smaller and
aircraft under FAR Part 36. Aircraft are instructed to
turn to a heading of 115' within one nautical mile of the
runway untll leaving 3,000 feet MSL.
2. Arrival Aircraft 13L are vectored to the final approach
course north of the City of Grapevine.
3. Departure Aircraft 31R are assigned 350° within two
nautical miles of the runway to avoid flight over the
City of Grapevine.

4. Arrival Aircraft 31R are instructed t0}follow published
Stadium Visual Approach Procedures.
B. Instrument Flight Conditions
Published FAA Instrument Approach and Departure Procedures
are followed.
III. Miscellaneous
Local training flights will not conduct circling approaches or
low altitude maneuvers.
