D/FW as we know it today --Economic Impact --Jobs --Touted openly for Economic Development Draw ~ ~ ~B. D/FW Master Plan ~ ~ C. D/FW Runway Proposal II. The Issues Confronting Us A. Noise 1. Noise Contour Map ~v/,;(~I~_ 2. Discussion of Measurement Criteria --FAA recognizes LDN or Average Daily Noise. -- 10 loudest noise events drive LDN. --FAA does not recognize single event noise level or (SENEL). --New Contour Map will actually show shrinkage of LDN contours. B. Overflights 1. Flight 191 Syndrome. 2. Arrivals cutting Corners. (~ /~_3. Love/NAS/DFW--who is getting the blame? //~t. Commuters are released earlier by DFW Tower. 5. Residential Encroachment--Who was flint? C. Departures & Arrivals 1. Flight Path Inconsistent. <~2. Do not utilize Standard Instrument Departure (SID) 3. Departure & Arrival guidelines do not appear to be enforced strictly. Runway Expansion of I OL/34R Y/~ 1. 5,000 feet east of others ~ 2. Master planned July 1 g73 as "Executive" Jet runway for "Executive Jet Terminal Complex". 3. These are interesting observatiormn light of findings by the airport staff that: a) "Corporate aviation can exist within existing airport capacity." b) "General Aviation is not desirable or warranted for new runway construction." c) "Commuter aircraft that DFW serves today are obsolete or obsolescent." d) Airport studies indicate "by the year 2010 of all traffic projected 85)[ will be Air Carrier & only 15% will be Commuter." IIlI Recommendations A. To address noise-- 1 ) recommend installation of a Permanent Noise Monitoring System to correlate date between Tower and monitoring devices. This will enable accurate detection of the offending Air Carrier by event detected. Cost is about Ii 1.5 Million, but surely the "premier" airport in the nation can excel in this endeavor. 2) Adoption of Noise Abatement Procedures-- certainly the projected figures indicate that DFW has reason to begin implementing such a mandatory procedure. B. To address Overflights-- 1 ) Implement tighter corridors for arrivals and departures within the expanded Terminal Control Area. 2) Focus on solutions to overflight situations by Love and Dallas NAS. Utilize Permanent Noise Monitoring System to Identify offending air carrier and press for enforcement of FAA violation. C. To address Departure/Arrival problems-- 1 ) Press for the implementation of Standard Instrument Departures as a matter of procedure at DFW. 2) Press for flight path enforcement by FAA. ~/z ~__~) Ensure that all arrivals intercept the localizer outside the outer marker in IFR & VFR conditions. D. To address Runway Expansion-- 1 ) Express concerns about deviations from master plan regarding type of (Commuter vs. Executive Jet) runway and intended use. 2) Express concerns for departures of traffic using 16L/3~IR--i.e. early turnout of commuter type aircraft. 3) Express concerns about expansion of any runway longer than §,000 feet. E. General Recommendations-- 1) Negotiate vigorously for recommendations A, B, & C above because I fully expect recommendation D above to fail. 2) Let's be cautious about jumping into a fight. A Consultant may be helpful to Coppell, but keep in mind that each city has its own unique airport problems and as Irving's needs get met and Grapevine becomes appeased--Coppell may be in it alone. Also, litigation has the same pitfalls with even greater expense. Litigation is not the answer, and the use of it will close the option for negotiation with DFW. The city of Southlake learned much in this regard. ECONOM!
