I've been following efforts to construct a new runway on the
east side of DFW airport. As proposed, the project would be
completed in two phases -- 1) constructing a 6,000 ft. runway
able to accommodate commuter and general aviation aircraft by
1992, and 2) expanding the runway to 8,500 ft. to accommodate
regular domestic air carrier traffic by the year 2000.
Homeowners in Irving and Coppell have contacted me about the
potential for increased noise over residential areas. In
response, I joined Irving Mayor Bob Pierce in requesting that
the Federal Aviation Administration (FAA) prepare a full
Environmental Impact Statement (EIS) to determine the effect
that a new runway will have on residential neighborhoods. EIS
guidelines require that citizen comments be considered as part
of the planning process, thus insuring that the noise issue will
be examined fully.
I'm very pleased to report that the FAA has agreed to our
request and has scheduled public meetings in Irving and Coppell.
Locations and times for the meetings are as follows:

If you have concerns about the proposed runway, please take
time to attend one or both of these meetings. I will continue
to work with Mayor Pierce to insure that citizens are able to
participate fully in the runway planning process.

On December 27th, Mr. Jeff Fegan called and advised that the
D/FW staff was holding a "scoping session" as required by the
Environmental Impact Statement for the purpose of explaining to
concerned citizens the proposed Runway 1634 East. In addition,
citizens will be given the opportunity to express their concerns,
particularly those related to environmental impact. Mr. Fegan
stated that they had already made arrangments to conduct a meeting
in Irving's City Hall on Wednesday, February 22nd at 7:00 p.m.
They were requesting the use of the City of Coppell's Council
Chambers to conduct a similar hearing on Thursday, February 23rd.
I told Mr. Fegan I would check the availability of our Council
Chambers and let him know if it could be scheduled. Following our
conversation, I checked and determined that Thursdays are normally
reserved for our Boards and Commissions. I then called Mr. Fegan
and suggested they hold the session on Tuesday, February 21st at
7:30 p.m., since this particular Tuesday would not be a regular
scheduled Council meeting night and this would afford you the
opportunity to attend and participate in this meeting. On Tuesday,
December 27th Mr. Fegan called my office and confirmed that they
would conduct their meeting on Tuesday, February 21st at 7:30 p.m.
