Prior to the recent placement oFfill for proposed Deforest Court, the natural drainage of the area was generally in an cast-southeasterly direction ac'toss Mr. Birdsong's property. With the placement of fill along Mr. Birdsong's ca~ property line, drainage of his property is blocked, resulting in an increase in water surface elevation of his pond and the creation of bogs and ponding elsewhere onsite. The City ol'Copp¢lL in its review of thc proposed subdivision plans, has defr'rr~d to Mr. Birdsong for acceptance prior to giving their final approval. Our understanding is that once Mr. Birdsong has indicated his approval of pertinent issues in the plans, the City will complete their review. Mr. Birdsong sold the property to Mr. Scott Cooper on February 28, 2001, but has agreed with Mr. Cooper to continue his involvement until this matter is resolved. With respect to the reference__ pinna, we have the following comments: 1) Sheet (3-1 ~ Please list on the plans the acceptable alternates to keystone wall. 2) Sheet DA-2 - In our meeting earlier we had talked of a flapgatc on the detention pond to eliminate flow from Denton Creek into the pond and storm drain system. We would like this to be specified in these plans. Site topography suggests that portions of the subdivision west of Mr. Cooper's property drain to the west, through his tract, although your drainage mca map doesn't indicate this. The DA map rather indicates that the west property line of Mr. Cooper's tract is the westerly limit of area draining to the east. If there is additional runofffromthe west, the proposed storm drain sy~em may not be adequate. Please indicate on th~ plans, how the w~st property linc has become thc new drainage divide tbr thc area, or otherwise delineate all of the area which is draining fi-om the west.
