No connection to the Dallas side of the meter can be allowed until we
have an agreement in place. We can work on allowing the meter to be set
and the connection to Coppell made but not the tie in to the Dallas
side.
To go down that road we need a hold harmless agreement that you are
assuming all risk if the agreement does not get approved in a timely
manner. There are some differences between Dallas and Coppell that could
delay the approval.
Again, even with the hold harmless, we will not allow a connection to
the Dallas side without the approval of the agreement. In simple terms,
no water will flow through the system without approval of the agreement.

Greg,
I just spoke with Bill Walker and he exchanged emails with the person
finalizing the agreement for Dallas and they are looking at the
agreement going to the Dallas City Council for approval on March 28th.
Bill told them that we need to get it done sooner and he is talking to
some higher level people in Dallas, but it may not get approved before
then.
