I spoke with Detective Hayes about the issues. Apparently, Mr. LaBerge
reported at least several incidents that occurred in the neighborhood,
but he did not have standing on the majority of them because they
actually involved various homeowners, not HOA property. Any that might
have involved actual HOA property were reported too late to be able to
conduct a thorough investigation.
On the second issue, I found three dispatched incidents of crashes in
the Denton Tap/Fallkirk area, but none of them actually involved a crash
that occurred at that intersection. I checked our records back to 2007
and I was unable to locate a single crash in the intersection of
Fallkirk and Denton Tap, or Turnberry and Denton Tap. It is possible I
might have missed one somehow, but not likely.
At any rate, if this were a problem area, it would have been on our
radar anyway. We are well aware of problem areas like Denton Tap & 121,
MacArthur & Belt Line (which has gotten much better), Belt Line & 635,
etc. There is no evidence that Fallkirk and Denton Tap is a problem area
at this time. My guess is that people are determined to enter the
intersection during high traffic times to make left turns, even when it
is not safe to do so. But that is just a guess, and it has not led to
crashes.

Can you give me any info on the first item discussing vandalism in
Coppell Greens and on the second item could you pull crash data at the
intersection of Fallkirk & Denton Tap since 2007 or as far back as you
can? Back in 2011 I received info that there were no accidents in that

Some comments to your e-mail (below).
1. Rather than questioning my intention for replacing the duck
crossing signs which I installed back in August, 2009 at the request of
my homeowners because we too had many ducks run over, I wish that you
had discussed our vandalism problem with Officer Steve Hayes at the
police department. While duck signs are not a priority, any signage
which might help deter crime certainly is.
2. Traffic Light at Denton Tap and Fallkirk Drive. I first contacted
Keith Marvin in September, 2007 about the need for a traffic light.
That is almost 7 years ago. We have had numerous traffic accidents and
near misses, and people write about the traffic getting in and out in
the morning. It is now going to be made worse by the new townhouses
being built east of Turnberry Lane on Denton Tap (see Fig-C). Are we
really waiting for someone to get seriously injured or killed at the
intersection before Coppell and Lewisville can figure our how to share
the cost for the traffic light? If this is a 2015 project, has the
funding been approved and has design and engineering been done, or is
this going to drag on into 2016 or longer?
3. Hot mix asphalt. In January, 2010 I was told that the cracks in
our streets would be sealed with hot mix asphalt. It has now been over
4 years. The cracks have been routed but no hot mix asphalt has been
poured.
4. Speed Humps. In January 2010 we requested speed humps be placed on
Fallkirk Drive at the pond and also near the Turnberry/Kilbridge
intersection. You sent out ballots for speed humps at the pond. We
went to great effort to get the 75% needed for approval. In April, 2011
the speed humps were installed at which point you said that you wanted
to wait a year to see the impact before approving any more. When I then
contacted you in March, 2012 you told me that additional speed humps
were unwarranted and that you had terminated the speed hump program.
While the speed humps have slowed cars down on Fallkirk, now a large
percentage of cars are bypassing them by exiting the Turnberry entrance
(see Fig-A). Instead of exiting on Fallkirk as they use to, they are
now crossing the subdivision to Turnberry Lane to exit. On many
occasions they run the stop sign at Fallkirk and Kilbridge. We wish you
had listened to our recommendation and request that the issue be
revisited.
5. Median Beautification. At the Leadership Coppell course which I
took in 2011, at the end of the course we were each given an opportunity
to speak. In my speech on "Coppell Greens-Goals for 2015", I proposed
median beautification on Denton Tap from 121 north to the
Coppell/Lewisville city line. Clay Phillips listened dutifully to my
speech. While the City has done a great job with median beautification
in other parts of the city, our median is barren and has been
overlooked. In contrast, Coppell Greens is bordered by nice brick
panel walls with stone columns at the entrances, trees, and Asian
jasmine and the area has been developed with Market Street, Rosas, and
the Black Walnut Café. Is it because it is a shared median which would
require working with the City of Lewisville? Has anyone approached them
about it? It is now time to improve our median.

Phil,
The signs stolen were not put there by the City. We do not put up
signs like that anymore. The ones you see on Parkway are due to
numerous ducks being killed by cars. This type of sign is just like a
Children at play sign, which we do not install because it warns of
something that drivers need to pay attention to everywhere they drive.
Much like your sign referring to video cameras in your neighborhood that
have been placed in the right of way, we look the other way. If it
becomes a problem then we would need to remove said signs.
Consideration needs to be made of the purpose of the sign. Is there a
problem with vehicles hitting ducks or is it a request for a sign
thought to help reduce speeding? I would be glad to discuss the issue
with you further if you wanted to give me a call.

Coppell Greens has recently been rampaged by some juvenile delinquents.
One of the things they did was steel our duck crossing signs. I noticed
the duck crossing sign at Parkway Blvd. and Parkway Place put up by the
City. I was wondering if I could get you to attach duck crossing signs
to our two road hump signs at our pond?
If you could, that would be appreciated.
