We were not made aware that the City of Coppell study was considered faulty, that the City of Lewisville had conducted their own study, and that it was determined that a traffic light was not warranted. From what I gather, a typical intersection warrant study would include the following: Warrant 1, Eight-Hour Vehicular Volume. Warrant 2, Four-Hour Vehicular Volume. Warrant 3, Peak Hour. Warrant 4, Pedestrian Volume. Warrant 5, School Crossing. Warrant 6, Coordinated Signal System. Warrant 7, Crash Experience. Warrant 8, Roadway Network. Our concern is that without interviewing or hearing testimony from those who daily use the intersection, an accurate assessment might not be made. With regard to the above items: Warrant 5, School Crossing. * When north bound school busses stop at the entrance to the Ballantyne apartments, rarely if ever does southbound traffic on Denton Tap obey the school bus lights and stop. * There is no crosswalk striping or signage for crossing Denton Tap at the intersection. Warrant 7, Crash Experience. * Over the years there has been a school bus accident, motorcycle accident, a number of car crashes, and a large number of near misses at the intersection. We are concerned that some, if not many, of the incidents did not show up in the police logs and were not considered in the warrant study. * While motorist in an intersection have the right of way, what we have found is that people going northbound on Denton Tap attempting to enter Coppell Greens on Fallkirk are frequently cut off by people exiting the Ballantyne apartments attempting to go southbound, and cutting directly in front of them in the median. * There is often confusion when residents from either side enter the median from the sides at the same time as to whether they should pass on the left or right side of each other. That has resulted in near head on collisions. * Because people are impatient, especially when there is a great deal of traffic, more than two cars from one side will attempt to enter the median at the same time. One car is blinded by the other, while the other car dangerously attempts to enter the center lane. Warrant 8, Roadway Network. * Since the last study was performed, some significant events have occurred which have led to increased traffic. * Vista Ridge Mall Drive west was connected with Business 121. * The DFW Connector north of DFW was completed and volume on Hwy 121 has increased. There is more traffic on Denton Tap accessing Hwy 121. * More development in the immediate vicinity in the near future will increase traffic volume on Denton Tap. The Coppell Greens HOA Board as well as Ballantyne Apartments would appreciate the opportunity to review the data from the new study once it is completed and prior to a final decision being made. That would give us the opportunity to point out any deficiencies or inaccuracies that we feel might have been made in the report. Unfortunately the warrant study provided by Coppell a couple of years ago used flawed methodology so City of Lewisville conducted another study. Upon completing our own warrant study, City of Lewisville found the intersection did not meet signal warrants at the time. As it has been some time since we last looked at this intersection, we will perform a new warrant study after the holidays. If the intersection meets warrants, we will look at our traffic improvement capital funding accounts to see when we can fund the signal. As one leg of the intersection is in Coppell, City of Lewisville will need to enter into a cost sharing agreement with Coppell for the design and construction of the signal assuming if the signal is warranted. With regard to meeting with the Traffic Board, the next possible T-board meeting is January 7th. We generally don't convene the T-board unless there is a specific agenda item for them to consider. If we know in advance that someone wants to address the board, we can have the P&Z Commission reconvene as the T-board after their regular P&Z meeting. Please be aware that the neither the T-board or City Council makes decisions with regard to signal installation. They could direct staff to conduct a warrant study, but at the end of the day, if the intersection meets warrants, the City will make arrangements to install a signal. If the intersection does not meet warrants, the City will not install a signal. In this case, City of Lewisville is agreeing to conduct a new warrant study at Denton Tap @ Fallkirk after the holidays without additional direction. Please let me know if you have questions or wish to address the City of Lewisville Transportation Board.
