From what I understand, many more people attended than anticipated and it also lasted much longer. It was great that you were there to help answer questions. On another subject, it was just brought to our attention that there was a City of Lewisville P&Z meeting held on October 23rd regarding the Gehan Homes Development on the Highpoint Oaks property north of us. Apparently neither the City of Lewisville, nor Highpoint Oaks bothered to notify anyone from Coppell Greens. When Mary Parrone with the EDC was contacted and asked why we were not notified, her response was that we are not in the City of Lewisville despite that our children (in most part) attend LISD. I have attached the agenda, minutes and presentation from the meeting which I downloaded off of their web site. Anyway, that is very disturbing. Personally, I don't have a problem with town homes being built on the property or the overall plan (however, I do not speak for the HOA or its resident). What does disturb me, however, is the drainage easement and basins feeding into our spillway. As you know we already have a problem with sediment coming down the hill from Highpoint Oaks and filling up our pond which requires us to dredge it. Is it really the intent to surface the development as shown (and dramatically increase the surfaced area) and have all of the storm water feed into that easement and down the hill onto our property? If it is, we have a major problem. We are not going to accept anymore water onto our site unless drainage improvements are made on our property at the expense of those causing it. I would like to get your input on this before we start to rally the troops and take action. The western driveway shown on the proposed site plan is currently in for TxDOTs review. It may or may not be approved. If it isn’t approved, they have a proposed “ambulance drive” on the front of the site. This circumvents the parking lot and will only be constructed if by chance the western driveway is not approved. It is the intent of the applicant to use the western drive as the ambulance entry point. They are currently proposing beefing up the landscaping from what is normally required on the north end to provide a landscape buffer in addition to the 6’ screening wall. Currently, the proposed trees are Live Oaks with an occasional Red Oak. These are spaced every 20 feet and offset 17 feet from their northern property line. Typically, these are only spaced every 40 feet. I suggested to the engineer on Monday that they use Eastern Red Cedars or Elderica Pines in this area. He said that he’d get with his Landscape Architect to see if this was an option. These trees will need to be located 8 feet further south outside an existing sewer easement, but regardless, the intent is to provide a landscape buffer. If the drive you have depicted on the plan agreed upon by the applicant, I would suggest that Nellie R Stevens be used instead of a permanent wall. As it turns out I am now having some health issues and don't think I will be able to come by to talk in person. There are 2 issues with the Emerus Hospital that I wanted to get your feedback on: 1) Some of our homeowners are very concerned about emergency vehicle sirens late at night and early morning. There is nothing showing on the plans how the emergency vehicles would enter and exit the emergency entrance on the east side of the building. I have attached a sketch showing my idea of having a dedicated emergency vehicle drive in line with the west entrance off of 121. A screen wall or wall of trees would reduce the noise from the sirens. Signs would instruct all vehicles choosing to exit to the east to not turn sirens on until they are on Denton Tap. 2) Placing a brick panel wall along the north side of the property will prevent us from access our drainage area except by the narrow access of Turnberry. We would like a gate (like on a dumpster enclosure) in their wall so that we can access the area if needed. Any comments from you prior to our HOA Board meeting at which representatives from Emerus will attend would be appreciated.
